No, you need to be in a country and have a valid billing address in that country to be able to use a country's store. If there isn't an iTunes store in your country then unfortunately you won't be able to buy any content from iTunes.

Sad but true, I've tried to pay for iTunes Match with my credit and couldn't because it's a subscription service, regardless the credit amount I have. The system ask me to pay with my credit card too.
How are Family Sharing purchases billed?
When you initiate a new purchase, it will be billed directly to the family organizer's account, unless you have gift or store credit. First, your store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer. iTunes Store credit on your account isn't shared with other family members. So if the family organizer has a $50 credit on their account and another family member initiates a purchase, it won't deduct from the organizer's iTunes Store credit, but will bill the organizer's credit or debit card.

I am recently married to a wonderful woman and just built a windows PC for the first time. The idea was that we would (sorta) both be able to get a new computer out of it as we would each have a different account under windows. One of the first tasks was to migrate over our iTunes libraries. I did mine with no problem, but now that I'm try to do hers, I'm getting an error message saying "if you download past purchases with your Apple ID, you cannot auto-download or download purchases with a different Apple ID for 90 days."
What's the best solution for this? I want my wife to be able to use the new computer under her windows account just like it's her new computer, to the extent possible. I don't want our two iTunes accounts to be fighting each other and causing problems because they are on the same physical machine. What to do? Surely this can't be the first time this has happened - where two people each want to have their own iTunes account on the same computer.

When iTunes first came out, I was the first one to get an iPod, so the iTunes account was under my email address, but my dad's name, credit card information, etc. The entire rest of my family used the account as well, on different computers. Right now, I would like to use my own iTunes account, and have them set up their own, so that everything is less confusing and mixed up. For example, my sister sometimes downloads songs and they randomly appear in my iTunes library, other people use my iTunes giftcards, and when I want to buy a song it charges to my father's credit card instead of mine. Even more confusing is that my mom's computer was deauthorized when my sister got her new laptop for college, even though she still has songs in her library.
We each have our own respective music in our own libraries, but it's still the same account. First, is it possible to consolidate everything, just so we know which songs we have purchased in totality? Second, is it possible to have the songs that my other family members have purchased go into their new accounts? I think you might be able to do it by burning CDs, but this would take forever...
Any suggestions would be greatly appreciated, and if my query wasn't completely clear questions as well. You can't add the app to her account, that copy is tied to yours. Do you sync to the same computer's iTunes ? If you do, and that app is on it (if it isn't then File > Devices > Transfer Purchases should copy it over), then you should be able to sync that app to her iPad. If you use different computers then you could copy it over and add it to her computer's iTunes library (Store > Authorise This Computer for your account and File > Add To Library to add it) and then sync it (you can find where an app is stored on your computer by right-clicking it in the Apps part of your computer's iTunes library and selecting 'show in explorer' on the pop-up, and you can then copy it to, for example, a flash-drive to copy over to her computer).
If you log into your account on her iPad (or computer's iTunes) and re-download that app then you risk tying her iPad (or computer) to your account for 90 days : http://support.apple.com/kb/HT4627 -
Ok so I recently have purchased a bunch of Disney Blueray movies that are DVD+HD Digital. In order to use the HD Digital I must go to www.Digitalcopyplus.com and put in the redemption code and select the media I want to use to play the HD digital content. In Canada there is one option> itunes.
In order to use itunes I must have an AppleID. Sure np I created one. But! When I launch itunes and log in with the ID it asks me to associate it with itunes and verify. During the verification process it asks for,(Remember I am in Canada) Visa, MC or Amex. They are the only options. And there is NO option to not enter a credit card, guess I could make one up but that would be fraud.
So end result is that I cannot watch or download the HD Digital Content of any of my movies. Because itunes must be used to watch it and I must be registered with AppleID and associate it with itunes whereby during the association the verification step requires a Credit Card.

Require a work around for a Itunes account with using a credit card and yes I tried the trick of getting a free app from the AppStore and creating a new account while having my old account logged off >>Didnt work and YES I did use different emails, usernames and passwords each time.
May I get a Real Solution to my issue from Apple Tech Support, at least a lvl 3 tech pls.

I'm not sure what you mean by "iTunes is not enabled" -- if you read the above link, the question is whether you've previously synced with the iTunes application on a computer. If you have, you connect to iTunes on that computer. If not, you follow the "Use Recovery Mode" procedure near the bottom of http://support.apple.com/kb/ht1212

I have an account balance in the Itunes store. When I try to purchase a book by redeeming part of this balance, the system asks for a Redeem Code.
I do not have one, nor do I remember ever establishing such a code. The balance arises from entering a number of previous gift cards which I no longer have. What can I do to use my account balance?Once you redeem an iTunes card or gift certificate you no longer need the code. If you see a credit balance in your iTunes Store account, just go ahead and buy what you want. As long as it's not a gift for someone else, the cost will be automatically deducted from your balance.
