Have you checked your email's spam folder to make sure an email from Apple has not been put in there?

I can't download or buy anything from App Store with iPhone 4S.

After updating ti iOS7 App Store haven't been working correctly. No new or old buys or downloads. When I took auto updates off, I cant update because problems with buying/downloading. Error message keeps telling me "*App im trying to buy/download* is not available right now, try again later"
I've tried rebooting, re-logging, credit card updating... Nothing seems to help.

Just a second..., the dock is saying the Lion download is waiting...., I resumed the download, I don't know what cold happen, maybe the store needed time to clear my credit card (I live in Mexico), maybe my internet connection stalled...
I will post my status, hope when Lion is installed.

I'm not sure if your issue is a connection issue or something to do with your account. I would suggest logging into your iTunes Store Account and reviewing / updating the billing information first. My Billing address is in Thailand and I can't update it right coz my country don't have "state" you only give me choice only in US.
And Try to change region to Thailand but I can't do it too. It tell me I got 2.50$ left I got to purchase for something.

Ok, so I figured it out. I checked my iPhone and it was having the same trouble. So I went to settings (on the iPhone and iPad) selected store and logged out of the store. Then on my computer, I logged in to iTunes. I went to buy something (a free item...doesn't have to cost anything) and it prompted me to update the payment info (essentially needed to add the security code to my credit card). Then I gave it a minute or two to process...just in case. Logged back in to my iPhone and iPad and everything is back to normal.
Glad it's working, but they should really fix that issue on the mobile devices. Luckily I have iTunes on a computer, so don't have that (they only have the iPad...which they wouldn't be able to update).

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

You must be within the Country with a Valid Billing Address and Credit Card for that Country to use the iTunes Store of that Country...

You need to be in a country to buy from its store, so whilst you are in Switzerland you can only use the Swiss store - you will need to be in Spain to use the Spanish store.
On each film's description page in the store there should be a list of the language(s) and/or subtitles that it has on it e.g. here in the UK one of the new releases, Svengali, has listed on its description page :
If there is a particular film that you would like to buy in a particular language that is not currently available in the Swiss store then you can try requesting that it be added, but unless the Swiss rights-holder for the film agrees to it then Apple won't be able to sell it there : http://www.apple.com/feedback/itunes.html
All iTunes gift cards are country-specific, so you will only be able to redeem and use the Spanish gift card when you are in Spain with a Spanish billing address on your account.

It's something to do with the main user account (not iTunes account) on my Mac because I logged in with another account and it downloaded fine, I installed it on the HDD and even though the date in App Store was 16th October 2014, it is the full installer of 10.10.2.
To try to resolve this problem, I have copied the installer app elsewhere and deleted it but App Store still will not allow me to download it with my main user account yet just allowed me to update iTunes.
I had a brainwave last night that it might have been related to me changing the default downloads folder to one not on my boot drive (to save disk space on my main boot drive) but having changed it back, tried again, rebooted and tried yet again, deleted my App Store preferences. nothing has worked.
