    I have the same problem and unfortunately the only way to get an iCloud ID is to set one up on an Apple device that uses the Apple OS opperating system.  If you don't own one, or can't qfford one, then you are simply shut out of using the iCloud.  Does it suck?  Yes.  Is there any solution other than buying an Apple device?  No.

    You can't setup (create) an iCloud account using a PC. You must use an Apple device, a Mac or an iPhone etc. Once you have created an account you can sign in from your PC.

    Apple isn't trying to be anti-PC with this; they support PCs going all the way back to Vista SP2, a 3-generation old version of Windows.  To sync iCloud with a Mac you have to be running one of the last 2 versions of the OS X operating system (i.e., a newer version than you do on Windows).  I assume it's set up this way because it's a service provided customers purchasing Apple devices that utilize iCloud syncing services, and if you happen to also you own a PC, it will sync with that as well.  It wouldn't make sense for them to provide this service, including a free 5GB iCloud account, hosting for backups, syncing services, free photo stream, etc. for non-Apple customers (who, for example, may only own a PC).
    If you have a friend with one of these devices who is willing to let you create the account on their device, you could then use it on your PC.  They would have to delete the existing account from their device in Settings>iCloud, then let you sign in with your ID to create a new account, then delete this account from their device and sign back into their own account.  You could then use this ID to sign into the newly created account on your PC.  Note: each device can only create 3 iCloud accounts, so you would be using one of their 3 alotted accounts, but they may be willing to do this for you.
    iCloud is really designed to keep your data in sync across multiple devices that you may own, and with your computer.  It will also automatically back up your device, stream photos taken on one device to all your other devices, and allow you to locate a misplaced device using Find My iPhone.  It doesn't, however, sync music if that's what you're looking for.
    If you want to be able to access your music from iCloud you don't need an iCloud account for this.  As mentioned earlier, music purchased from the iTunes store is already available in iCloud.  Music from other sources, such as in your case, can only be accessed from iCloud if you subscribe to iTunes Match (see http://www.apple.com/itunes/itunes-match/).  If you do, you can then upload your iTunes library (up to 25,000 songs) to iCloud an access them from an iOS device via iCloud, even without an iCloud account.  Music purchased from other sources that is copy protected (contains DRM) is not eligible and will not be uploaded to iCloud so be sure your music purchased from Amazon doesn't contain DRM before subscribing.

    Everywhere I search on Apple's Support site says to sign in to iCloud using your "Apple ID," which I did. I've had my iTunes account for years (even migrated from the old AOL account system). It's the standard email+password that everyone is supposed to use.
    My main question is how can I have a valid Apple ID and not an iCloud account--if the two are supposed to be linked?

    I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
    So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one.     If the messages says that it is a valid Apple ID but not an iCloud ID, it's becaure you are trying to create an iCloud account on a PC.  You can only create the account on an iOS device or Mac (running Lion or Mountain Lion).  After creating the account, you can then sign in with the ID on your PC, but you can't create the account on a PC.

    Until you get this sorted, there is a good chance you may simply lose everything.
    Do you hav ean external drive?
    If so copy the entire /Music/iTunes/ folder to the external drive.
    Then you can delete /Music/iTunes/ empty the trash and recover this space.
    Do this then Apple menu > Software update.
    Restart the computer
    Then post back.

    I've successfully upgraded three Macs and my iPhone to 10.7.2/Build 11C74 today, moved my MobileMe account to iCloud, and moved two of the Macs and the iPhone to iCloud.  However, my MacBook Air keeps giving me the error "Apple ID is valid but is not an iCloud account" when I attempt to move it to iCloud.  I've tried a test account on this Mac with the same results.
    The Apple servers are confirming my Apple ID credentials, but won't allow me to set up iCloud on this MacBook Air.  Is anyone else experiencing this issue?  I'm hoping it's just a server validation issue this evening that will be resolved in the morning, but for now I'm stumped.

    I am having the same issue. Set up on a macbook pro, iMac, and phone, and get this error on my iMac at home.  Still need to do my iPad. Also disabled my mobile me mail - said account was expired. Mobile Me in sys prefs says everythings been moved but won't let me log in to iCloud.  Just woke up hoping the servers would have cleared out but same issue. I use a different Apple ID for itunes but it doesn't work with that either. Hope someone has an answer for this as the home iMac is my primary storage for my other devices. Haven't even tried wifi sync yet because of all these errors!
