HT4993 I was given a phone that requires an Apple Id but I don't have contact with the person who previously owned it unlock it. Is there any other way?

How can resolve this issue?

You will need to contact the original owner of the iPhone.
If the device is in Lost Mode, then this means the original owner of the iPhone has reported the iPhone as lost or potentially as stolen.  If it is not in Lost Mode, then you will need the original owner who has the device signed into his Apple ID to remove the device by going to www.iCloud.com and signing in with his Apple ID credentials and subsequently removing the device from the account.
If you call AppleCare, if you are not the owner of the account and you cannot verify the identity of the account over the phone, there is nothing they can do to assist you.
