Recommend there to install iOS7 on iPhone 4 - Apple is a huge mistake. So slow phone - dialing, send, receive mail - it's just a nightmare. I demand to give an opportunity to return the firmware 6.1.3 for iphone 4.

Since you can't go backwards to an earlier iOS ... what you should do is reset your iPad to factory default by your iTunes program. Don't forget to do your backups!

You cannot downgrade.
Try a reset (nothing will be lost): Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds). Once the Home screen redisplays, see if it has cleared things up.
If not, then go to Settings and check all of your settings. If you have lots of Location Services turned on that you don't need, turn them off. Turn off Bluetooth when you are not using it. Turn off Background App refresh, turn off cellular roaming, etc.

It is not possible to do this.
But you can perform some customizations of iOS 7 to be more to your personal taste.

One of my favorite things about developing for iOS using Xcode is the Simulator. It runs any of the iOS devices simulated right on your Mac. If you don't have a hardware device to test your application on, the Xcode simulator will surely be your best friend.
So to answer your question less vaguely, yes. You can own the iPhone 5s and develop for the 6. There is no real release information of the iPhone 6 at the time anyways, so I would not let it play too large of a factor in your decision.

I don't care how much time and effort apple put into the creation of iOS 7. If I wanted an Android device, I could've gone out to the store and bought one. iOS 7 ***** ***. I friggin' hate it. It's eating away at my battery and the color scheme *****. It doesn't feel like an iPhone anymore. It feels like a cheap imitation of Android and Window's Phone.
It's my phone. I bought it with my money. I should be able to downgrade AND update the phone to whatever version I see fit. Apple shouldn't have the need to control what or what I can't do with my device.
Is there any way to downgrade my iPhone 4S (currently under ios 7.1.1) to 6.1.3???

Sorry, you can't. iOS 4.2.1 is the end of the line for the iPhone 3G, there are no further updates available.
You need to purchase a newer model iPhone.

Sorry, but downgrading is not supported by Apple. To get your 4s working again, set it up as new device, explained in this article:

You may want to start without using the backup, in case it contains damaged files, causing your problems.

I want to download the iOS 7.1.1 for the iPhone 4. It says I need 3.8 GB of storage to download. If I make space on my iPhone for the download, once downloaded, will it take up the 3.8 GB of space needed on the iPhone and will I lose that space?

I understand that the new iOS is only 1.1GB, but I don't understand why I need at least 3.8GB of free space on my iPhone to download the new software. I also don't want to lose space on my iPhone from downloading the new software, because 3.8GB is a lot of precious space.

The 3.8 GB is needed to create space for the installation process and saving your data. In the end 7.1.1 replaces the existing iOS and doesn't take up much more space on the phone.
If you lack the download space requirements, update by using iTunes, not over the air.
