I can't open Safari from the bar at the bottom

Can anyone help please.  I am not able to open the Safari from the bar at the bottom, I get a message saying that Safari quit unexpectedly & it instructs me to Reopen but when I click on the button the same message appears.  I have also been unable to open PDF documents & wonder if this is related to downloading the Lion OS?

That "bar" is referred to as the Dock.
Drag the Safari icon straight up off the Dock. It will go "poof" ...
Now try launching Safari from your Applications folder. If you have moved the Safari app from the Applications folder, you need to drag it back.
As for PDF documents, go to   ~/Library/Internet PLug-Ins
Move the Adobe PDF Browser plug in to the Trash.
Try Safari.
~ (Tilde) character represents the Home folder.
For Lion:   To find the Home folder in OS X Lion, open the Finder, hold the Option key, and choose Go > Library

    If those functions are internal to those Apps, you'll have to ask Google how to fix it.
    However, you might try Repairing Permissions in Disk Utility. It sounds like it might be one of those rare situations that might be helped by that tool.
    If it is not internal to those things, please describe what you mean by the "download bar" and the "eye button."

    I just got my I-Phone (8 gig) yesterday. Today, when I click on the Safari icon to open it up, I get a status wheel for a moment, then it goes back to my wallpaper and lock screen. I tried resetting the network settings but it is still doing it. Is there something I am doing wrong?

    Try this:
    1. Double-click the Home button and hold apps in the Task Bar down until they all wiggle then tap the minus sign to close apps. Tap the home button to return to Home screen.
    2. Hold the Sleep/Wake and Home button down until you see the Apple Logo.

    I can't open Safari from either the desktop icon or through Finder. However, when I click on a web link, through an email I can hear the sound file.
    I have another Mac that can still access the internet (i.e what I'm on now) They are networked.

    Safari's preference file may be corrupt. In the Finder, drag to the desktop the com.apple.safari.plist folder found in your User Account>Library>Preferences folder.
    Restart Safari. If this works, you'll need to reset your custom preferences, plus any custom settings in the Edit (spelling) or View (status bar, bookmarks bar, custom icons etc.) menus.
    Otherwise, move the file back to its original location. The alternative would be to try Safari from another User Account. Here is guidance from Apple on how to set up the account. You can ignore step 7 in the article.
    Also, on the system preference>Accounts panel, click on "log-in" options. There, select "fast user switching". This allows you to go back and forth between user accounts via an icon in your Menu Bar at the top of the computer screen.
    Log-on to the new account and start Safari. If the sites are accessible in the new account, then your problem is specific to your regular user account. Otherwise, similar response means a system-wide problem.
    Post back with results.

    With Safari open, press Command ,   (comma) to open Safari Preferences then select the Extensions tab.
    Turn that off, quit (or force quit) Safari then relaunch to test.

    You can't open it meaning it does not launch when you tap on the app icon? If that's what's happening try this and then see if Safari will launch.
    Go to Settings>Safari>Clear Cookies and Data.
    Now close Safari. To close Safari, drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to Safari and then swipe "up" on the Safari thumbnail app to close it.
    Now reboot the iPad. Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
    If Safari does launch and this isn't what you are experiencing - you need to explain in more detail what is going on.

    Close your iTunes,
    Go to command Prompt -
    (Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
    (Win XP SP2 n above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
    In the "Command Prompt" screen, type in
    netsh winsock reset
    Hit "ENTER" key
    Restart your computer.
    If you do get a prompt after restart windows to remap LSP, just click NO.
    Now launch your iTunes and see if it is working now.
    If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:

    Settings App > General > Reset > Reset Network Settings. Settings App > General > Cellular > make sure Cellular Data is turned ON to connect to Carrier. Or Settings App > WiFi > Log into WiFi to so you can get internet connection.
