I cannot transfer apps I just purchased to my Ipod Touch.

4th Gen. A month old. There is no app tab under the Name of the Ipod when I plug it in.

Do you have restrictions set on the iPod that prevent installing/deleting apps? (Settings>General>Restrictions).
Have you synced to this computer before?

    Connect it to your computer and restore it as a new device. Then chose what music you want to sync with it and do so just like your Touch does.

    These are two possible approaches that will normally work to move an existing library to a new computer.
    Method 1
    Backup the library with this User Tip.
    Deauthorize the old computer if you no longer want to access protected content on it.
    Restore the backup to your new computer using the same tool used to back it up.
    Keep your backup up-to-date in future.
    Method 2
    Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
    Both methods should give the new computer a working clone of the library that was on the old one. As far as iTunes is concerned this is still the "home" library for your devices so you shouldn't have any issues with iTunes wanting to erase and reload.
    I'd recommend method 1 since it establishes an ongoing backup for your library.
    Note if you have iOS devices and haven't moved your contacts and calendar items across then you should create one dummy entry of each in your new profile and iTunes should  merge the existing data from the device.
    If your media folder has been split out from the main iTunes folder you may need to do some preparatory work to make it easier to move. See make a split library portable.
    Should you be in the unfortunate position where you are no longer able to access your original library or a backup then then see Recover your iTunes library from your iPod or iOS device for advice on how to set up your devices with a new library with the maximum preservation of data.

    Are you trying to manual add apps over to the device?  If so, that's not possible, as they can only be synced. See this article for more information and assistance on syncing apps to your iPod from iTunes.

    Also check to make sure restrictions having been enabled for installing Apps.  To check, head to Settings -> General -> Restrictions.

    You can authorize up to 5 computers with the same iTunes account, but there isn't any limit for the number of iPods and/or iPhones that can be synced with the same iTunes library and iTunes account. This applies to 3rd party apps which include DRM protection, which iTunes music that is purchased now no longer includes.
    If you sync multiple iPod Touches and/or iPhones with the same iTunes library, each device has its own sync preferences with iTunes.

    *Transfer apps from old iphone to new iphone:*
    1.Open iTunes on the computer that is used to maintain the other iPhone.
    Note: Make sure you are using the iTunes that belongs to the target iPhone. If you sync to her iPhone from your iTunes, you could potentially mess things up for her and yourself.
    2.Authorize iTunes to use your account information (different from the account that is currently on the computer). This can be done on up to five separate computers. To do this, go to "Store > Authorize Computer."
    3.Enter your iTunes account credentials and click "Authorize." If you have authorized too many computers, it will let you know and you will have to free one up by going to a copy of iTunes you've already authorized and choosing "Store > Deauthorize Computer."
    4.Connect the iPhone that has the licensed applications or media you want to transfer on it to iTunes (aka "your" iPhone). Connect the cable from your iPhone to the computer, and it should show up in iTunes.
    5.Right-click the iPhone icon in iTunes and choose "Transfer Purchases." Once the iPhone is connected, it might ask you to update, restore or back up. Do not allow it to do any of these things.
    6.Your iPhone will say "Sync in Progress," and you'll see the files being copied in the iTunes window. This process could take a long time, depending on how many purchases you have on there.
    7.Eject your iPhone from iTunes when the transfer is complete.
    8.Connect the target iPhone to the computer. It should now appear in iTunes.
    9.Go to the Applications tab for the iPhone. You should see the applications you previously transferred from the other iPhone in there. Choose the ones you want and when you are ready, click "Sync" at the bottom. The applications will transfer to this iPhone, and you're done.

    I have an Ipod touch that I haven't tried to update in a while.  When I try to access the apps store or apply the updates that are listed...it says that it cannot connect to the store and to check my date and time.  This happens after I enter my id and password.  When I check the date and time, it says that the date is December 31, 2512 BE.  It will not let me change this date.  I have tried repeatedly.   I would appreciate any guidance, as the phone support says my device is out of warranty.  Thank you

    You can sync an iPhone to only one computer. If you connect it to a different computer (or you have never connected it to a computer) it will delete all iTunes content on the phone and replace it with the iTunes content on the current computer. As Avis says, you can transfer your purchases to the computer you are about to sync to, but only if that computer is authorized to the same account that the content was downloaded under.
