If you are sure that the battery didn't die on you and that the battery has some power left in it, reboot the iPad and see if it starts up.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

If you don't know the iCloud/Apple ID and password, you are stuck. You cannot bypass this and active the iPad without them. If you bought the iPad from someone else you will need to contact them and ask them to remove the device from iCloud and erase the device for you so that you can activate it.
The previous owner needs to follow the instructions here in order to erase the device.

no you can't as iTunes requires you to go to the iPad and turn OFF find my iPhone
which you can't do as there is no greek keyboard to sign on with

Good day, my name is Auwal Yusuf from Nigeria. my father bout me Ipad mini with Serial Number DM********19P at Saudi Arabia this last Hajj period. the programme the ipad for him with their apple ID. unfortunately the ipad got promlem it disabling working, we try best of ours to solve the problem, put all our eport to solve the problem but ask us to us the the first apple ID the used when the first programme the Ipad

If it's on the activation screen then you need to use the account that you were using in Settings > iCloud on it.
If you can't remember your account then do you have any of the account's downloads in your computer's iTunes library : Recovering a forgotten iTunes Store account name
If not then see if you can find it via http://appleid.apple.com : How to find your Apple ID.
(As these are user-to-user forums, you're not talking to iTunes Support nor Apple, I've asked the hosts to remove the serial number from your post.)
