i did a factory reset on my ipod touch but now when i try turning it on it just goes to the apple screen with a loading sign, ive let my battery die and tried reconnecting but it still wont work. it doesnt even come up on itunes.

Why won't it let you sync?  What happens when you try to sync it? Any error messages from iTunes?  How is your iPod configured to sync music from your iTunes library?  In other words, what options do you have selected from under the iPod's Music tab in iTunes?  To access this tab, plug your iPod in, select it under Devices in the left hand pane of iTunes, and over to the right locate and select the Music tab along the top.
Or are you trying to manually manage your iPod's contents?  In other words, is the Manually manage music and videos option enabled from under the iPod's Summary tab?
