I did the latest update and now my phone screen is stuck on trying to connect to iTunes

After uploading the latest update, my iPhone is frozen on a screen that shows a power cord with an arrow pointing to iTunes. when I try to turn the phone off, the screen goes blanks theNetherlands Apple symbol comes on and thenit goes back to the iTunes screen.

You need to connect your phone to a computer with iTunes, and restore it to factory settings.  You can then restore the device using a previous backup (if you have one).
