Correct. it does not magially appear in other places. It will only be where you put it.

Correct as well. Iphone will sync with one computer at a time. Syncing to another will erase the current content.
You need to copy everything ( itunes library/contacts/pics/calendars/files/docs) from the old computer, or your backup copy of the old one, to the new one.

If you still have the problem after retoring the iPOd to factory defaults/new iPod then The iPod is likely defective and replacement is required. You can make an appoinment at the Genius Bar of an APple store or take it back to BestBuy if within warranty

If you get a network timed out error, try disabling the security software on the computer during the download and install.
You can also try a direct download andinstall by:

The beeps could be caused by something as simple as a loose internal wire or connection. If it is under warranty (not sure how long that is, as WD drives range from 1 to 5 years depending on the model's series - I think "my passport" drives are 3 years) you could contact WD and ask them about it.
If it is out of warranty, you could also try opening the case and check the connections - the drive may be fine, and there have been posts on TomsHardware forums of people getting the beeps, opening up the case and the drive is fine, just some wire worked loose.

Make a backup of your media and other important files.
Just to be safe, make a backup of your entire iTunes directory.
Restore computer or do whatever it is you need to do.
Restore your media and other important documents.
Install iTunes.
Try using search next time... this gets asked way too frequently.

I have come to the end and I am uncertain about trying to reset my I-pod touch to the factory settings. I was satisfied with the older version of i-tunes. I have tried words I usually use for passwords and they don't work. If I knew the acceptable format for the sync key, I could try others. But maybe the sync key is the same long number they originally sent me. I am in Chile and my laptop hard drive crashed and I needed to replace it. I can't access my sync key on my desktop in the United states but I want to download my syndc data to my laptop with the new hard drive but I dont have the sync key and I dont want to erase the sync data on the server by resetting the sync key.

I'm sorry but "you should have written it down" simply isn't a good solution. Having the keys at all is a bad idea in my opinion. The keys should be stored in your account and if you authenticate with a password, it should use that key. If you can't keep your password private or secure, that's your problem. The problem with the keys is, you can't delete your account and "start over" if you so wish. What happens if your machine locks up after you sign up and you have no time to write down your key?
You can request a new password, but can't be reminded of your key? This is nonsense. I have had no such headaches with XMarks and I'm trying to find a reason to keep using firefox sync with such an obviously user-unfriendly approach. We're humans, not machines.

Sorry, but you'll have to restore it. And if it's running iOS 7 with Find My iPad enabled, you'll have to force it into recovery mode in order to restore it, as explained here: http://support.apple.com/kb/ht1808.
If you have a backup to restore from, that will include your camera roll photos.

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1.3. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.

I have unplug and plugged in my iPod to my pc 100 times and admin never comes up. When i go to iTunes I don't see anyway to
get to the iPod admin. I copied quite a few of my CD's into iTunes but can't find a way to sync the player with the itunes on my computer.

Many people haven't yet figured out the new default interface in iTunes 11 but it's not that difficult. To get to the iPod information so you can sync, click the iPod button in the header bar at the upper-right, e.g.:
