I have 19.2 GB available storage on my phone, but it tells me I can't update because at least 4.6 GB is required?? Makes no sense.

Why is my phone telling me I cannot update (it requires 4.6 GB storage), when it shows that I have 19.2 GB storage available?

iCloud available space doesn't matter. What does it say for Storage, that's where you need the 4.6 GB. Or, you could just plug it into iTunes backup and update.
