I have about 110 GB of classical music in my iTunes library. Can I store it all in the iCloud? How much would it cost? How would I access it from elsewhere?

You could store up to a maximum of 25,000 tracks from your iTunes library using iTunes Match which is a subscription service - http://www.apple.com/itunes/itunes-match/ has more details.
iTunes Match would allow you to sync your music library between PCs & Mac's using iTunes and iOS devices.
Best thing to do is take a count of the total number of tracks you have in your library as this option is limited to 25,000 tracks, they all need to be encoded above 96kbps in either AAC, MP3, ALAC, AIFF or WAV formats though ALAC, AIFF and WAV files are converted to 256 kbps AAC files on upload. Songs need to be a minimum of 5 seconds long and no larger than 200 MB in size for each track.
As for storage, I'm not sure how much space you'd need in iCloud, there are storage upgrade options above the free 5GB space you are given (see iCloud in System Preferences or on your iOS device for storage upgrade pricing). iTunes will try to match your music to tracks on the iTunes Store so only tracks it doesn't match will be uploaded, it is difficult to say how many songs will match over though.

i have about 800 more songs on my nano than itunes, due to a crash. How can I get the songs onto itunes from the ipod, or at least get the new music ive gotten since the crash onto my ipod without deleting all the other songs when it syncs?
It has always been very basic to always maintain a backup copy of your computer for just such an occasion. Use your backup copy to put everything back.

I have an Ipod touch and recently added new music to my Itunes library. When I sync with the library, the new music does not show up on my ipod. The sync process seems to be working and there is still plenty of space on the Ipod for new music so I'm not sure what the problem is!

I have just over 100gig of music in my iTunes library plus what ever else I add in the future. Because of the amount I had to save my music library on an external drive as my laptop did not have the memory to hold it all. I want to back up my iTunes library and save it on a different external drive, one I store all my back ups on. Is this possible? If so how can I do it?
To import music into your iTunes library on the computer go to iTunes>Help>iTunes Help>Add items to iTunes and follow the instructions
Delete the "songs" that do not play in your iTunes library and reimport them. -

Those songs aren't on your iPhone, they are in iCloud.
If you don't want to see what's stored in iCloud, Settings > Music > Show All Music > Off (white) -

While you're correct in that Windows media won't sync to the iPhone (or any i-device), the OP states that all the music is in iTunes. If its in iTunes, it would no longer be in Windows media format since it would have been transcoded to whatever the user sets as their import preference (AAC, mp3, etc.), and once that is done then the media should be able to sync to the iPhone just fine.
To Steph, do the missing songs play OK in iTunes? If not then they could be corrupted in some way. If they play fine in iTunes but don't sync, are they unchecked in iTunes? They won't sync to your iPhone if it is set to ignore unchecked items. Finally, if these are iTunes purchases, are they protected format? (i.e. m4p files) If so, is your computer authorized to play them? (you'd know if you try to play them in iTunes, it would prompt you for the account password if not authorized) -

See turingtest2's user tip on Recover your iTunes library from your iPod or iOS device. You should, however, maintain your library on your PC and maintain a regular backup of it. iPhones are neither designed as nor suitable as data storage devices.
