I have about 110 GB of classical music in my iTunes library.  Can I store it all in the iCloud?  How much would it cost?  How would I access it from elsewhere?

You could store up to a maximum of 25,000 tracks from your iTunes library using iTunes Match which is a subscription service - http://www.apple.com/itunes/itunes-match/ has more details.
iTunes Match would allow you to sync your music library between PCs & Mac's using iTunes and iOS devices.
Best thing to do is take a count of the total number of tracks you have in your library as this option is limited to 25,000 tracks, they all need to be encoded above 96kbps in either AAC, MP3, ALAC, AIFF or WAV formats though ALAC, AIFF and WAV files are converted to 256 kbps AAC files on upload. Songs need to be a minimum of 5 seconds long and no larger than 200 MB in size for each track.
As for storage, I'm not sure how much space you'd need in iCloud, there are storage upgrade options above the free 5GB space you are given (see iCloud in System Preferences or on your iOS device for storage upgrade pricing). iTunes will try to match your music to tracks on the iTunes Store so only tracks it doesn't match will be uploaded, it is difficult to say how many songs will match over though.
