I have an old itunes account . I recently got an IPhone which gave me a new Itunes account. How can I get all of the music that I purchased under my old account to transfer to my new account.

To transfer the files to your first user, you have to log on this new user, and copy all your files to /Users/Shard folder. This is a folder where you can put the files you want to share between two or more users, and all users can read and write in it.

If you migrated applications, you must know that they are stored in a common folder (/Applications), so you don't have to transfer them. Forget the Store.
In my iTunes Library there are some songs I purchased (with ID2) along with those from ID1. There are a few songs with a "!" in the first column on the left of my songs listing. When I click on those songs I get a message which says "can't play this song as itunes cannot locate the file, then it gives me the option to locate it. Once I take that option I am in finder but cannot find the song. it is not in the location other "playable songs" are.
somewhere in frogging around i did see a location that looked something like //file/xxxxx/xxxx/user/etc. but I cannot find this location. somehow a few songs from a specific download have been sent to this eroneous location which itunes cannot find. I want to get them moved to where itunes can find and play them.
I can later deal with ordering music with two different IDs.

Do you have the right boxes checked to sync?

You should always sync them to your computer: File>Transfer Purchases and you should alwys maintain a backup copy of your computer.

When I purachsed and iPad 2 to replace my old iPad I did not want to restore it from backup for obvious reasons. The reasons may be obvious to you, but it makes no sense to me. I would think that you would want all of the content that you had transfered onto your new iPad.

If you lost the data in the apps, you can't get it back unless you restore from a backup - assuming that the backup DID have that data in the apps..
The only way that you can get the apps PLUS the app data onto the new iPad is to restore the new iPad from a backup of the original iPad and sync the apps back onto the new iPad if necessary.

An account is a user name and password.
Sign into whichever account you want to use for purchasing.
Authorize the computer for both account to listen to the content.

iTunes Store accounts can't be merged.
To merge iTunes libraries, import the content and playlists from one to the other. Any purchased content in either will remain associated with the original iTunes Store account.
