It will delete the iCloud data on your phone, but not from iCloud. You can, however prevent this, and migrate your data to a new account. If you want to change your iCloud ID to another existing ID will still have to delete the account, create a new account with the other ID, but you can then migrate your data to the new account.
Before deleting the account, if you have any photos in photo stream that are not in your camera roll or backed up somewhere else save these to your camera roll or you will lose them. To do this, open the photo stream album in the thumbnail view, tap Edit, tap all the photos you want to save, tap Share, then tap Save to Camera Roll.
Once this is done, go to Settings>iCloud, scroll to the bottom and tap Delete Account. When prompted about what to do with the iCloud data, be sure to select Keep On iPhone. Next, set up a new iCloud account using a different Apple ID (if you don't have one, tap Get a Free Apple ID at the bottom). Then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge. This will upload the data to the new account.

If you mean the non-Apple email address which is your login, you can change it at http://appleid.apple.com - click on 'Manage your account'. You can't change the @icloud.com address you set up when you opened the account.

Alright so, i shared an Apple ID with my sister. She changed the Apple ID and deleted the old one. I made a nee account but I didn't delete the ICloud before and I'm stuck with it. i tried signing into the old account but it is deleted. iCloud notifications keep popping up to ask me to sign in and it's very annoying. Well, actually you can't delete the iCloud account without her password on your iPhone 5C. You may visit an Apple Store near you, they may have the ability to help you out (make sure you take some 'evidence' with you to show them that the iPhone is yours (such as the receipt)).

This used to be me and the painful solution ( for PC users ) is:
Buy a Mac!
Everything "talks" to each other and it all interfaces fine with the business world.
Once you've adjusted to the ( much better ) Mac "culture" it all becomes clear and the
backup service and advice is second to none. Not only that, everything works!

You need to do the following:
1.     Sign into Manage your Apple ID with your current ID and password, and EDIT the ID back to the old email address. This is temporary. Do NOT verify it, do NOT change the password: Apple - My Apple ID
2.     Go to Settings>iCloud and scroll to the bottom of the screen and click on Delete Account.Type in your current password when asked, then follow the prompts to delete the iCloud account from your device
3.     Go back to Manage your Apple ID and sign in with the old ID and the current password. EDIT the Apple ID back to the new email address. You may have to verify it again.
4.     Go back to Settings>iCloud and sign on with the new ID

You cannot merge accounts.
You need to sign into the old account on your computer.

If you are unable to remember your password, security questions, don’t have access to your rescue address or are unable to reset your password for whatever reason, your only option is to contact AppleCare(or Apple ID Support), upon speaking to an operator you should explain that your problem is related to your Apple ID, this way you will not be charged for assistance, even if you don’t have an AppleCare plan.
The operator will take you through some steps you may have already tried, however they need to be sure they have exhausted all usual approaches before trying to reset your account, so you should try to be helpful and show patience with the procedure.
The operator will need to verify they are speaking to the account holder and may ask you some questions that only the account holder could know, and you will need to answer them if the process is to proceed.
Once the operator has verified your identity they will send a message through to your device which contains an alpha numeric code, which you will need to read back to them.
Once this has been completed they will send an email to your iCloud email address after a period of 24 hours, so you should check that mail is enabled in your devices iCloud settings.
Upon receipt of the email, use the reset link provided to reset your password, after which you should be able to make the adjustments to iCloud that you wish to do.

It's Outlook, not Outlook Express (different program) and if you have now deleted them from iCloud and do not have a backup they are gone.

First, have you considered the case where new emails are sent to you at the addresses whose accounts you want to remove from the mail client? By removing the accounts, you will accumulate emails but will never see them - is that okay?
Settings>Mail,Contacts<Calendars, in the Accounts section, tap an account, like hotmail, and on the new screen, tap Delete Account.

I wish to completely de-activate my @hotmail email address in order to be left with just my @icloud email address becuase I would find life more managable that way.
I found out that I cannot change my primary @hotmail email address linked to my Apple ID with an @icloud email address as it is an active, separate Apple ID (in itself with a separate purchase / download history etc)...
Also I am aware that separate Apple ID's cannot be merged together...

Would I be able to keep and use my purchases, provided they are backed up on my Mac and authorised?
Would I be able to update those transferred purchases even though the email address linked to the apple ID in which the app was bought no longer exists?

You can change the primary e-mail address associated with your Apple ID, so long as it isn't a mac, me or icloud email.

Your Apple ID account, regardless of the primary email, can never be 'deleted', just abandoned.
You could always just switch between the two Apple IDs as needed, to access the different purchases.

If it's iCloud that is asking for these details:
This feature has been introduced to make stolen phones useless to those that have stolen them.
However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details.
The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device.
You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > iTunes & App store, scroll down and tap your ID)

If you are trying to change the iCloud ID ("email address") you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).
