No. The photos will remain in iPhoto on your computer. You are just deleting them from the iPad.

    Well, let's just say, that I can't see them there! All I see in iTunes under Photos is the option to Sync photos.

    When syncing pictures from my PC to my iPad the same albums are shown on my iPad as on my PC, but the pictures seems to be organised in random order within the albums, i.e. they are not organised the same way as on my PC. I've named all pictures on my PC and organised them based on name. Does anyone know how I can get iTunes/the iPad to sync the pictures in the same order?

    Are you syncing the photos by selecting folders or by selecting a photo app that you have on your computer ? If you are syncing folders then they will be sorted by their 'date modified' fields (I assume that still applies on iOS 8), not by their filenames - so you will need to amend their 'modified' fields to be in the order that you want them to show in.
    Or there are third-party photo management apps such as Photo Manager Pro (help pages) - you can copy photos to/from that app and your computer, and you can change the sort order of albums within the app.

    I assume the photos have made it onto the iPad through syncing with the computer with iTunes, yes?
    Then you should sync again, but first remove the photos you don't want on the iPad anymore from the selection of photos to be sync'd.
    You can delete them on the iPad, but (a) next time you're syncing they'll be back there again unless you excluded them then, and (b) you probably need the space on the iPad for stuff that's also coming from the computer via sync - so then you can do it all at once by modufying the selection of what shall be sync'd.
    Hint: This is the forum for iPhoto as in "on the Mac". Since you're referring to iPhoto for iOS and seem to have a PC, not a Mac, you should post in the dedicated forum for iPhoto for iOS.

    Photos that were synced from your computer using iTunes can only be deleted by de-selecting them from the folder from where they were synced -  and then re-syncing.
    Connect the iPad to the PC and launch iTunes.
    Click on the iPad name on the left side under devices.
    Click on the Photos Tab on the right.
    If you want to remove all of the Photos - uncheck the Sync Photos from Heading
    Click on Apply in the lower right corner of iTunes

    Which photos are you trying to delete?
    You should be able to delete photos in your Camera Roll that have been taken by your device or copied to it from emails, websites, etc.
    Photos that were transferred to your device during a sync process are deleted by doing another sync but before syncing deselect those albums you no longer want.

    I am now home and need to delete all the photos from my iPad after uploading them to my mac. However when I do this, I can no longer view the photos in my journal in full screen. How can I keep the journal looking as great as it is, without not having to go through and delete only pictures not included in my journal? There are many thousand pics on the iPad now so I need to delete them all...

    Add the photos you want to your journal.  Then, you delete them from your ipad and they will NOT be deleted from your journal (One of my journals has 1000+ pics of my garden, so I have to delete pics on my 32G ipad).  I've been doing this for 5+ months and never had a problem--all my pics stay in my journal--but note, that every once in a while after I delete the photos from my ipad (via camera roll/photostream-I don't unse iPhoto to delete) it takes up to half an hour for the photos to resync (so sometimes it looks like the photos are missing in the journal but they ALWAYS come back).  Do a test journal and add a page of photos to it.  Then, delete them from your ipad and wait a bit and see what happens.  It always works fine for me, but you could do that just to be on the safe side.

    No. They will remain on the Mac. That's one of the reasons why it's a good idea to import your treasured photos. If something happens to the iPad, you still have your photos.

In general the directions for moving photos to Ipad from computer are vague.  Shoud I make a special folder on my PC for the pictures I want to move before I even start?     If you have iTunes 11 then you can enable the left-hand side bar via control-S on a PC. You should then be able to connect and select the iPad on that left-hand sidebar, and then use the Photos tab on the right-hand side to sync your photos to it.
    Synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync - so if you want the currently synced photos to remain on the iPad then you will need to include their folders in the next sync. I created a separate folder on my computer with sub-folders underneath it with the photos that I want on the iPad - I can select that folder on the Photos tab in iTunes, and the sub-folders then get their own albums on the iPad (if you have folders underneath those sub-folders then their photos will be included in the sub-folder's album i.e. you can't have albums within albums).

    They will be backed up only until you backup again. iCloud is not a storage drive in the sky, it is a backup service only. If you delete the photos and videos from the camera roll, and then you backup the iPad with iCloud, you will overwrite that backup and the photos will be gone.
    Import the photos to your computer if they are that important to you. iCloud is for backup only, not a storage place that you can download your photos from again once you overwrite that backup.

    It depends on where you delete them from, where they are showing on your Mac, and what settings you have set up in iPhoto.
    If you want to keep your photos, you should be importing them to your Mac or Computer:
    PHOTO IMPORT IOS TO MAC/PC
    If you delete photos from your device that are only showing in Photo Stream on your Mac, and you do not have Photo Stream set up to automatically import those photos to iPhoto, they will be deleted.
    You can set up Photo Stream photos to automatically import by opening iPhoto and clicking on Preferences>Photo Stream, and turning Automatic Import on. This will import your Photo Stream photos. However, if you also have photos saved on your device that are not in the Photo Stream, then the only way you can ensure that they are saved in iPhoto is by importing them.

    If you have a dropbox account, there's a free app (probably more) that syncs photos to your dropbox account - picbox. 
    There's also PhotoSync that syncs photos to/from a number of different services and devices.
