Will not power on, or will not turn on unless connected to power

After at least 15 minutes, if the display turns on and…

You don't need iTunes Match to have your music in all your devices. iTunes Match is for getting music that you've purchased elsewhere into the cloud. All you need to do is set up each of your devices to your iTunes Store account. You can then download things you've purchased by going to the Purchased section. See:

You should still be able to manually manage the music on your iPhone within iTunes. Make sure that when your iPhone is plugged in, look in the Summary tab to see if “Manually manage music and videos” is enabled and you can even you turn off Automatically Sync when this iPhone is connected. In a word, yes. In a little more detail.... When you restore from an iCloud backup, you must erase the device and start all over again. There is no other way to access the backup in iCloud without erasing the device. Consequently, you are starting all over again. Therefore, it would also be my assumption that Pages and Numbers will work again and that the deleting apps issues would be fixed as well.
If the documents are not in the backup, and you do not have a backup elsewhere, the documents could be gone forever.

For iTunes backup go to iTunes>Preferences>Devices and look at the date of the late backup.
For iCloud backup you have to have another iOS device signed int iCloud and then go to Settings>iCloud>Backup and look.
If you previously synced to the computer then you may be able to recover use of the iPod without erasing the iPod by following the instructions here:
