For me it was a problem with multiple iTunes accounts. I was trying to install an App bought with a different account than the one I was logged in with and Apple wanted me to accept updated terms of use.  I guess that the acceptance was assigned to the account currently logged in rather than the one needed for the update (even though App Store had obtained a password for this other account before).
Solution: Sign out (through the "Store" menu), Sign in with other account, select update, accept new terms of use, then re-start update.
