It has to do with licensing and copyright laws varying worldwide.
Yes, I know. Which is why I won't argue over it. As I said I've never had an issue with it when travelling.
And Apparently the purchase is working fine for the OP, its the actual download that gets hung up.
Anyway, If the Purchase is going fine, then its more likely an issue with the internet connection.
Are you on Cell service when trying to download rather than Wifi?

Is anyone else having problems downloading apps with the new iOS 7?
Is anyone else having problems downloading apps with the new iOS 7?
Try This...
Close All Open Apps... Sign Out of your Account... Perform a Reset... Try again...
Reset ( No Data will be Lost )
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
http://support.apple.com/kb/ht1430
If no joy...
Reset all settings
Settings > General > Reset > Reset all Settings.
This will return all iDevice settings to factory defaults... you will not lose any data.... But you will have to re-enter all of the device settings. -
I am having problems downloading apps while using wifi in a public setting. The apps will show up on my screen and say "waiting". They will not install. I can't even delete them from my screen. This has happened before and I had to reset my iPad to factory settings. I hope I don't have to do this again. Any advice?
Well, typically one of the fixes that I would suggest is to try to delete the waiting icons. WIFi in a public places like McDonalds, Starbucks, B&N, etc. is not the greatest and I would avoid those places for downloading and updating apps. But I do realize that not everybody has access to Wifi in their homes.
These are all things that have worked at one time or another for other users. Hopefull one of them will work for you. Just ignore whatever does not apply or anything that you have already tried.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
Make sure that you do not have a stalled download in iTunes - a song or podcast .... if you have a download in there that did not finish, complete that one first. Only one thing can download at a time on the iPad so that could be what is causing the problem.
If that doesn't work - sign out of your account, restart the iPad and then sign in again.
Settings>iTunes & App Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Go back to Settings>iTunes & App Store>Sign in and then try to update again. Tap one waiting icon only if necessary to start the download stream.
You can also try deleting the waiting icons - tap and hold down on an icon until it wiggles - the tap the X on the icon to delete it. Then try to download again.
You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your app preferences and device settings again.
If all else fails, download the updates or the apps in iTunes on your computer and then sync the content to your iPad. -
I am downloading an album and I don't know which format to choose. Flac, apple lossless, or high quality mp3. I want to play it in itunes, on my iphone and i have a pc running windows 7. Does that make a difference?
Go with Apple Lossless. It will play readily in iTunes vs. FLAC. You can convert it later to mp3 if you wish but you cannot convert mp3 to ALE or FLAC and get back the quality that was lost. You can also convert ALE to FLAC if you need to.

Re: iTunes Error Message: iTunes Store is Temporarily Unavailable
Feb 4, 2012 4:23 PM (in response to mswinger)
Hi mswinger, I'll do my best to try and help, go to the terminal and put lookupd -flushcache if that doesn't work, you can try sudo dscacheutil -flushcache while logged out of iTunes.
Is there an "ampersand" in your account details: name: address, etc? Or is there a "period"? If so, you could try removing those, click update, then go to your billing detaisl and see if there is anything that needs to be updated.
Clearing the DNS Cache might help with speed and reset any error messages you are getting with any downloads in waiting.
I hope you'll able to get it working. -
If I try to repurchase the audio book, it tells me that I have already purchased it and asks if I want to pay again? How can I get this book back?
Audiobooks are currently a one-time only download from the store, so you will need to try contacting iTunes support and see if they grant you a re-download : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption

'''''""The problem can be solved by opening FF and choosing Tools...Add On's...select the SEARCH addon and choose UNINSTALL...restart FF browser when asked, then reload Mobsters. This worked for me. I'm unable to download new apps on my iPhone 5, iTunes for PC or iPad 3. I thought it may have been due to my password somehow being wrong but after changing it I'm still unable to update existing apps or download new apps. Is this a general problem or only affecting me?
Forgot to mention using latest version of iTunes on a windows 7 PC and both my iPhone 5 and iPad 3 are running iOS 6.1. I notice a few others are having the same or similar problems.

Having problems downloading app !!
Yesterday I bought the app named: The elements, a visual experiense on a mobile WiFi hotspot. It started downloading, and looked fine, but I went offline at a moment, and it asked if I still wanted to buy it and I anwared yes. When i got online again it started downlaoding and stopping, downloading and stopping and it still does!! I really dont know what to do? So I would gladly like your help.
If is says the app is installed can you find it on your iPad? You can swipe from screen to screen to see if it is on there. You can also go to your home screen - and swipe to the right to bring up the search feature. Type the app's name in the search field and see if it shows that the app is on the iPad. Tap the home button when you are done to return to then home screen.
If you can't find it on the iPad by trying those suggestions, go to the purchased tab in the App Store on your iPad - and if the app has the Cloud icon with the down pointing arrow next to it - you should be able to download it again if you tap on that icon.
One other thing that you can do is connect your iPad to your computer and launch iTunes. Do not sync but right click on your iPad's name on the left side of the iTunes window - under the Devices heading. When you right click on your iPad's name - you get the option to - Transfer Purchases. Select the Transfer Purchases option and watch the progress bar at the top of the iTunes window to see if the app transfers over.
If that doesn't work go back to iTunes on your computer and even if it says "purchase" - when you tap the button to select it - I think it will give you the message that "you have already purchase it would you like to download it again". -
I have the serial number but cannot see how to download it. please can you help?
Hi Shaun,
Elements 6 is a legacy product and the download is not available on Adobe's website.
Also check the configuration of your new machine, Elements 6 might not be compatible with that.
