Layer Backgrounds

Question

Hi,
I need help with setting a background color for a layer. I'm
Confused.
When I select a layer and go to the property inspector "bg
color", I change the background color and it changes in design
view, but when I preview it in a browser it is transparent still.
What am I missing?

Here's your CSS.
Please note that none of your widths have a unit of
measurement.(px, for
example)
Some of the heights do, and some of the positions do. Some
