Multiple times port 1521 open in netstat

First of all, I'm a newbie concerning Oracle.
When a client is connected with the database, and the network has an error for whatever reason, port 1521 stays connected in "netstat" on the server.
When I connecting the client again, the port will be opened a second time. and so one.
After a while when other clients try to connect, they get the "ORA-12516: TNS Listener could not find" error.
Question 1: If the ports are still opened, is this then an Oracle error? I mean is it Oracle server which keeps the ports open?
Question 2: If it is an oracle error, how can I resolve this?

First of all you should understand what this tns error means:
ORA-12516:     TNS:listener could not find available handler with matching protocol stack
Cause:     None of the known and available service handlers for the given SERVICE_NAME support the client's protocol stack: transport, session, and presentation protocols.
Action:     Check to make sure that the service handlers (e.g. dispatchers) for the given SERVICE_NAME are registered with the listener, are accepting connections, and that they are properly configured to support the desired protocols.
If you currently have user connections and then suddenly it stops working this could mean that the OS has reached some sort of overflow and it has run out of resources, so the listener stops bequeathing new connections and reports any further attempt as a connection error.
Please post the oracle version and specify the five version digits. It is important to apply the latest patchset available to avoid hitting known bugs. And prepare the listener and sqlnet.ora files to start tracing, this could be required for further analysis.

    This little problem has been bothering me for a while now.
    Whenever I right-click a source code file (c, java but also sh) in the Finder and select the "Open With ..." option, I am presented with a list of possible applications. The first one (default) is Xcode. Then I see a list of alternatives that includes a text editor I use and ... 4 times Xcode again.
    I have been faithfully upgrading Xcode whenever the app store offers me to - probably 4 times since I installed it. It looks like each installation just adds one more Xcode option to the list.
    Has anyone seen this ?
    Is there a way to remove the extraneous items from the "Open With" list ?
    Is there a way to customize that list ?

    The simplest way to correct Open With list redundancy is to reboot into safe mode, and let the OS clean out the duplicates. After the screen goes dark on a reboot, press and hold the shift key until a grey progress bar appears.
    Eventually, you will be brought to a linen background and login box. Enter your credentials, but before you click the right arrow next to the password, press and hold shift again. After you are logged in, reboot the computer again.
    The redundant menu items are gone.
    I have deliberately not posted the lengthy, arcane, command line sequence that rebuilds the Open With database. It is much simpler to use the above technique for all user levels and it does the same thing.
    You do not need to customize the list. If an application is capable of opening a specific file, you can press both option+command while dragging and dropping the file onto the desired application you want to open it. If the application can, it will, otherwise it will not.

  • Photoshop is opening multiple times...WHY??? (please help).

    When I double click on an image (from Bridge for example) to open in Photoshop it will open up CS6 and then sometimes when I open another image, instead of opening up in the same open Photoshop program, it will open up an additional Photoshop program.  Both CS6, Version 13.0.6 x64.  Super frustrating when sitting with a client and trying to add an image to a document and it opens up in a different program...   Is there a way to see where Photoshop is opening from?  Why would CS6 be opening multiple times???
    I don't think I noticed this happening before I upgraded to Mavericks (yes, this has been happening for a while).  I also have a back-up program called SuperDuper that mirrors my system on a separate hard drive.  Could Photoshop be opening from there, too?

    I did not leave anything out from the error message.  It doesn't point to a specific file, it just ends with "(x86)..."  Every time I boot up my computer, this error message pops up on my desktop.
    How do I repair this issue?  I have found multiple suggested solutions but am unsure which one is the best, and I don't want to try a bunch of different things for fear I may make the problem worse.  I would like to try and fix this myself if possible but I need to know if that is really possible or if I need to take my computer to someone for repairs.  Any suggestions will be greatly appreciated!!

    I'm having this problem whereby a window (a JFrame) is opened multiple times - it works as follows:
    - I've got one JFrame which is opened via a button in my main JFrame (I'll call it JFrame 1)
    - A second one is opened from within the first in a similar way (JFrame 2)
    - The first time one opens JFrame 1 one can open and close JFrame 2 fine as many times as one wants
    - But when one closes JFrame 1 (this with JFrame 2 closed) and then reopens it (JFrame 1) and then clicks the button to open JFrame 2, JFrame 2 then opens twice - except one of them contains no components while the other contains everything it is meant to
    - The same thing happens as many times as I close JFrame 1 - except that when it is closed again JFrame 2 opens 3 times, then 4 and so on

    in this case I would download a really new trial version of your program in question (DW) and change it into a "real" version later, BUT because you said, that you "re-installed" already, so it will become a little bit more complicated. It would be necessary that you have to use "Adobe Creative Suite Cleaner Tool".
    Here an advice for that (The order varies depending on your individual needs. Please read all my proposals first, so you can better choose the first step:)
    1. Maybe you have to activate/deactivate, so please have a look there:

    2. Sometimes, we know in the meantime, the "opm.db file" is the culprit. In this case you should delete it.
    3. You did you already try "uninstalling and re-installing". Be careful with (de)installing aso. by (de)installing by your own resources. As much as I regret it and as strange as it may seem I fear it's a challenge for Adobe's Creative Cloud Cleaner Tool. Sometimes - for whatever reasons - CC doesn't "want" to work. In this case you should CC completely delete and reinstall by help of Adobe Creative Cloud Cleaner Tool. (A try to uninstall by own resources is not enough!)

    It works for the first time when I click the button, a dialog window opens with my FPM GAF stuff.
    But when I click the button the second time after closing the dialog window, it generates a dump with error message saying u201CComponent Usage Group MESSAGE_AREA_USAGES Already Existsu201D.
    In ST22, the dump was generated in WDDOINIT of view u201CMAINu201D on FPM_GAF_COMPONENT which looks to me like the message manager is already created in the first time.
