Do you have a valid credit card link to your Apple ID?
Some in-App purchases can only be bought using credit card.

This worked for me and I was having the same issue:
Solution
1) Delete the file Macintosh HD/Library/Preferences/SystemConfiguration/NetworkInterfaces.plist
2) Restart OSX
3) Try logging into Mac App Store again.

Why after few in app purchases I get a message that "your purchase could not be completed" when I try to do more in app purchases?!?! It's annoying!!
Sometimes rapid purchases look suspicious if you have a credit card attached to your account. Store credit takes a minute to catch up depending if the balance is low on the account. May want to check balance or with credit card company.
