The error is likely refering to this line since it has no function body, though you could help by indicating which line is 18 yourself...
private function moveRight(event:MouseEvent):void
If the way you wrote this is attempting to get two functions to do the same thing it is not correct to do.  Also the code within the function that follows it will not move anything since the first line is cancelled by the second.
The correct way to code the event handlers would be...

                              monkMc.x +=  20;
                    prvate function moveLeft(event:MouseEvent):void
