My device was backed up before the pictures we're deleted off my photo stream and camera roll, can they be restored? There still not any on my other devices either

If you delete photo stream photos from your phone they will be deleted from the my photo stream album on your PC. Before doing that, be sure to copy or move them to a different folder on your computer.
Deleting camera roll photos won't delete anything from your computer. If you import them to your computer using your usb cable as explained here: http://support.apple.com/kb/HT4083, you will get an option to delete them from your phone after they are imported. -
How do I delete a picture on both Photo Stream and Camera Roll?
I would like to keep my iPhone4 Photo Stream and Camera Roll Albums free of crappy photo's. I would also like to reduce my time managing these two albums. Is there a way to delete a photo on Camera Roll and have the same photo automatically deleted from my Photo Stream at the same time?

If you turn off Photo Stream, all photos in Photo Stream only, will be removed from your device.

The Camera Roll is an album on the iPad with any photos that you transfer from a camera or memory card using the Camera Connection Kit to the iPad or any screen shots that you take with the iPad or any photos that you take with the cameras on an iPad 2, as opposed to any albums that you have synced to the iPad from your computer using the iTunes app. The Camera Roll comes and goes as needed. If you have no photos that would go into the Camera Rol, it disappears, and returns when it is needed.

Missing photos from camera roll and photo stream. i also have been using dropbox. Will someone tell me how to find them? they were there yesterday, and i did not delete any?
Unless someone physically deleted those, you describing practically impossible situation. Even deleting from camera roll would delete from photostream possibly, but not if you manually put those in dropbox and they had time to upload.

My ios4 uploaded ALL my pictures from my PC, and they aren't in the photo stream or camera roll and I cannot delete them from phone. Anyone have an idea how I can do that? Driving me nuts! Thank you!
If the pictures are synced to the device from iTunes, the only way to remove them is via iTunes.
Either delete the pictures from the folder selected to sync or stop syncing that folder.
Why are you incapable of doing this or what about it did not work?

Don't rely on iCloud to back up your pictures. It's designed to sync them to your devices, not back them up. Photo stream photos only remain in iCloud for 30 days, allowing your devices enough time to download them. But if you ever lose your device, or have to replace it, any photos older than 30 days will no longer be in iCloud to download.
To keep your photos, import them to your computer using your usb cable while they are still in your camera roll, as explained here: http://support.apple.com/kb/HT4083. After importing them, you will be given an option to delete them from your device. -

You are following the correct steps.
Try a reset. Press & hold the Power and Home buttons simultaneously, ignoring the red power off slider, until the Apple logo appears. Then release both buttons. This should not affect any content on the iPad, it is similar to rebooting your computer.
If that doesn't work then try restoring the iPad to the factory settings. -
someone told me to try iFunbox and delete thumbs file from filesystem so i did and now i have the same pics but only thumbnails when i click on one of them its black screen.
mow after restarting my phone and syncing all photos and videos from camera roll are gone i think i messed up so bad and photo library folder looks so messy like a long black screen

It will always be there. This is where all photos synced to iphone reside.
Have you tried a reset?

What is the difference between my photo stream and camera roll?
Photo Stream uses iCloud to send photos you take on iPad for example and makes them available on your other Apple devices, be it your iPhone or Apple Mac.
Camera Roll is basically photos taken and stored on the device you are currently using.

No, photos in photo stream are not effected by deleting photos from your camera roll. However, while photo stream photos are not deleted from your phone after they are in your photo stream album, photos older than 30 days are deleted from photo stream. These means if you ever turn photo stream off, or connect a new device to photo stream, only photos added in the last 30 days will be available to download. To keep them permanently, import your camera roll photos to your computer before deleting them (see http://support.apple.com/kb/HT4083).
