As stated above - purchasing more space in iCloud has nothing to do with this. You do not have enough space left on the iPad for the movie to download, you need to delete content on the device itself.
You may want to transfer purchases to iTunes and then delete some content on the device to make room.

Go to the Home screen and double click the Home button. That will reveal the row of recently used apps at the bottom of the screen. Tap and hold on the app in question until it jiggles and displays a minus sign. Tap the minus sign to actually quit the app. Then tap anywhere on the screen above that bottom row to return the screen to normal. Then restart the app and see if it works normally.

The 96 videos are probably the space hog.
How much space is used by your Other? You may be able to reduce.

My iPad will not let me open or play movies I bought on iTunes

I rented a movie from the iTunes store and as I was watching it, it stopped and wouldn't let me play. Then I bought another movie and it stopped in the beginning and wouldn't continue playing. I exited out of the movie and tried to go back into the videos and when I clicked on the videos all I got was a black screen and it will not work. I reset all my settings and restarted the iPad 2. How do I fix it?

Then have you tried log out and access your iTunes again, and try resync the movies again?

Oh my gosh I had the EXACT same problem, and for ages I couldn't figure out how to fix it until today. Here's what I did:
First I went onto my computer, opened itunes, and un-installed tumblr, vine and kik. These were the apps I was having problems with (it said I had them on my phone but, like you, they didn't show).
Then I went to the itunes store, searched for each one, and it said I could update them so I did (just FYI: for tumblr a window popped up saying "please click ok to confirm you are 17 years or older", so I did that also)
When I went back to my phone and tried installing them again (still on my computer), it worked!

On your iPad tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should also be a payment link.

There are a million ppl having this problem right now and it seems like Apple is ignoring it. It's been real bad since May, even worse that last week or so. Basically all we can do is sit and wait to see what excuse or help, if any, will be given. I've used a Walmart pre-paid card and I'm sorry, but who really incorrectly types a 3 digit number a million times?! Also my account is saying I owe iTunes $40 for in-app purchases. Bull!!
