NoClassDefFoundError question

Question

I am getting a NoClassDefFoundError when my web app is trying to load a listener specified in my web.xml file. However, I cannot seem to figure out why this is occurring because my classpaths seem to be configured correctly. At least I thought so:
I am using RAD v7.0 as my IDE, app is running on WAS 6.0.
Under Windows > Preferences > Java > Build Path > Classpath Variables, I have the following defined as an external folder that contains utilsrc.jar, log4j-1.2.9.jar, and log4jutil.jar.
MyBase - c:/workspaces/externals
Then, in the actual classpath of my web project, I have the following:

Where is the runtime classpath defined?Each servlet container may define its own classloading scheme, so check the documentation for your app server for classes and libraries that will be shared across web apps. However, the classes in the WEB-INF/classes directory of the web application as well as JAR files in the WEB-INF/lib directory will be loaded by convention.
