Ntpdate - no server suitable for synchronization found

I am running Solaris 8; ntpdate 3-5.93e.
Running:

* The remote machine (server01) isn't running an NTP server
ps -eaf | grep ntp

I checked and server01 is acting as the ntp server, comunicating and replying to client's requests:

I am not sure what do you mean by remote machine (cleint or server machine); but they are all on the inside network and I am not aware of any kind restrictions?
* A firewall or other policy is intentionally dropping the packets
This might be true and an issue for server01 talking out to the Internet NTPserver

Stratum for all of Internet NTP server is 16 which I don't think is good?
Temporary solution to set up server01 to be LOCAL, so that it can advertise itself as a server for ntpdate command, because it appears to act as a server for xntpd on the client side since it talks to clients.

If you mean hardware problem, I checked log file no traces of loged problems.
