How do I know whether to download iOS 6.0.1 to my ipad when it showws it in the settings?

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.0.1. For the iPad Mini the iOS is 6.0.2. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

Did you confirm this in Settings>General>Usage>Storage? You can see how much storage space each app is taking up. If that checks out with your findings, then your space is probably being taken up by "other". You can see this when you connect your iPad to your computer and with iTunes running. You can see it in the capacity bar at the bottom of the iTunes window on the right side.
"Other" contains most of the stuff associated with apps but not the apps or any media itself. Safari history and bookmarks, contacts, notes, text messages, email messages and so on. When "other" takes up that much space, something is wrong and usually restoring the iPad will clear that up.
Backup the iPad, transfer purchases, restore to factory settings, restore from the backup and then sync with iTunes to retrieve everything.

It is telling you that the device has been associated with another Apple ID. Once an Apple ID has been associated with a device, there is a 90-day waiting period before another Apple ID can be associated with that device. Here is a Support Article that explains the 90-day waiting period:

Hi there did you end up getting this resolved? I have the same exact same issue with my Ipad 4 when updating to 8.1.3....frozen on the apple logo. Tried resetting as advised by other users but just goes back to the same logo. Tried connecting to iTunes but device is not picked up at all. Left it over night to run flat hoping charging might kick start something....but when I put on the charger it shows the battery charge icon but won't actually charge it. If you do not set your device in discoverable mode, the iPad will never find them.

Well... Sounds like you actually have an iPhone 3G. It can't go past iOS 4.2.1
To check, look on the back and see if the info on the bottom are the same color of the Apple logo. If it is a darker shade... it's a 3G.
If there is no video record option in the camera app... it's a 3G.

Some apps will let you run on a lower version of iOS. Here's how to find out if the ones you want will run on your iPad.
1. Open iTunes on your computer and go to the App Store
2. Download the apps you want to your iTunes account in iTunes
3. On your iPad, tap the App Store
4. Tap the purchased tab
5. The apps you downloaded to your iTunes account on your computer will be listed with a cloud icon next to them.
6. Tap the cloud and if the app will run on a lower version of iOS, it will give you the option to download a version that will run on your iPad. If the app doesn't give you the option, there's nothing you can do.

My father-in-law had this iPad 1 when he passed earlier this year. We didn't know the passkey and gave up. We recently fround the ipad and it is disabled with 22 million minutes. We didnt find his computer and the Ipad 1 is not connecting to itunes or even being recognized by a PC with Windows 7. Is there a way around this?
The USB error states that the device malfunctioned.

i decided to update my ios 7.1.1 to ios 8.3 on my ipad air it has been downloading for the last 5 hours and it still says about 19 hours remaining how do i fix/make it update faster

Open Settings->General->Usage->Storage-> Manage Storage. Scroll down until you see iOS 8.3 or 8.3 update then tap on it to see how much has downloaded. If there is still a lot to go, tap Delete & try again later.
The Apple Update servers can be very slow sometimes.
