On websites I can never load a pdf file, the screen just stays blank and never shows it is even attempting to download the file

I go to www.copyright.gov. On homepage I select 'FAQ'. In 'FAQ' I select, under 'What does copyright protect?' I select the link "What works are protected." My location bar at the top now reads www.(in pale grey) copyright.gov(in dark black) /circs/circ01.pdf(again, in pale grey) and my screen is completely blank and there was no indication that it ever attempted to load. When I attempt the same procedure in Safari I get the pdf page.

You have Acrobat Pro on your system. It will try to open PDFs, and of course it will fail. You must uninstall it. Then, you will need a PDF reader. So install Adobe Reader. That seems quite simple, but perhaps something is wrong. If anything goes wrong with these two steps (1) uninstall Acrobat Pro (2) install Adobe Reader, then please let us know the details.
