Out OF Bounds Exception need help

Question

I am trying to learn how to catch exceptions. I can not see what I am doing wrong. Can someone show me and explain what I am doing wrong. I am taking in Military Time and will convert it to a 12 hour clock. I am testing it as I go so I have not finished adding code. The bad code is marked with // <== StringIndexOutOfBoundsException.
