Please help, I have a vector file in Illustrator, with a raster (jpg) image in it.  How do i save this as a small, web-quality pdf, yet preserve the raster quality of the picture??

Presuming only web/similar use, you may Save a Copy (or Save As, but this may give some danger of ruining your AI document) as PDF as follows:
1) Use the setting Smallest File Size under General (this will give you RGB);
2) Set the desired raster image resolution(s) under Compression (you may also just use Do Not Downsample).
The (lack of) compression is crucial to the file size, of course.
