Problem checking a blank field

Question

i added a when-validate-item to a text item however it is not firing. Is the following code correct. Because the
following does not work.
if :users.empid = ' ' then
          message('The employeeID can not be blank');
          raise form_trigger_failure;
end if;
if i change it to the following it works. Therefore i know there is something wrong with my check for a blank space
if :users.empid = 123123 then
          message('The employeeID can not be blank');
          raise form_trigger_failure;
end if;

that 2 soluctions also ok and don't give the spave
in if condiction i.e :users.empid = ''
it will work
