Problem with my Apple ID

I am having a strange problem with my account and I can't find any place to contact Apple about it. I received an email that a purchase was made at "the App Store" and I was charged for it, BUT:
1. the email came to me so it has my email address
2. the Apple ID in the email used to make the purchase was someone ELSE's email address
3. when I go to reset my password, the email never comes to me
4. when I try to use my birthday to reset my password, it says it is wrong
5. I had to create a new Apple ID to get into the forums, used my email address, and it let me, even though that is the email I had for my iTunes Store account.
At first I thought someone had used their account and associated my paypal with it but the Apple email came to me, meaning my email address was associated with the Apple account. The email said that the computer used for the purchase had never been used before, but they did it anyway. I am guessing that they got into my Apple account, changed my password, my birthday, and I guess now the email address, since I'm not getting the email for resetting the password.
I have gone to paypal and changed my password, issued a dispute, and deauthorized Apple from any further transactions, so I don't think they can make any further purchases. What I don't get is:
1. Apple has no place I can find on their website to contact them about unauthorized purchases
2. there is no place to send a question about an account issue such as this
3. if someone gets into your account (which could have a credit card associated) and changes the personal information and password, you can't do anything about it. I am locked out because the only 2 ways to get in (birthday and email) must have been changed. I KNOW I didn't forget my own birthday but it says I have it wrong. And I can't contact anyone to ask or anything.
I can't believe that with all of the security issues, fraud, and identify theft, Apple doesn't seem to care because they don't provide users/customers any means to contact them about serious issues such as this. I hope that Paypal investigates and gives me money back because I'll be out at least $30 if they don't.

I am not assuming anything, I am stating how one has access to their iTunes/Mac App Store account. Without a Mac you cannot access the account through the MAS because it takes a Mac to get the app. The only way to access the account completely is through iTunes on a Mac or a PC.
If you do not use Macs and you no longer have an iOS device, such as an iPhone, I guess you have royally screwed yourself over by abandoning your bank card information in your iTunes account. Perhaps you should track down whomever has your old iPhone, that is the first most likely individual whom you may have inadvertantly provided access to your account.
A little less b*tchy attitude goes a long way in the world.
