Properties.setProperty(String, String) not found!

Question

Version: IFS 1.0
Platform: Window NT 4.0
I wrote a javabean and put it in the custom_classes directory. When I ran it at the DOS's command prompt, everything worked fine, but when I ran it within the IFS's JWS, I got the error in the JWS console window as follows:
javawebserver: java.lang.NoSuchMethodError: java.util.Properties: method setProp
erty(Ljava/lang/String;Ljava/lang/String;)Ljava/lang/Object; not found
Here is what is being called in the javabean:
public class WorkFlowProperties extends Properties
public WorkFlowProperties()
throws Exception
setProperty("vince", "law");
What happend? Which version of JDK IFS's JWS is using? Where is the jar file that contains the java.util.Properties.class?

Since until now no one answered this question, I had to work around it myself. I used the method put(Object, Object) instead of the error one setProperty(String, String). However, I still believe that someone from IFS should take a look at it.
Another problem, when I tried to create the object FileRead(String filename) in the javabean and if the filename is not found, it does not throw the correct exception "FileNotFoundException", instead it prints the error message in the JWS console as follows:
javawebserver: oracle.ifs.common.IfsException: IFS-0: Message unavailable
javawebserver: at java.lang.Throwable.<init>(Compiled Code)
javawebserver: at java.lang.Exception.<init>(Compiled Code)
Again, why????????
