Publishing with consolidator in Java

Question

i wrote a program that creates publications and adds them to the database.
program runs fine but after running it i can't see the publication in web to go...
here is the functions that i use
CreatePublication("denemey", Consolidator.OKAPI_WINCE, "%s", null);
CreatePublicationItem(con,"DENEME_ITEM1", "Myu", "TEST", "C",
"SELECT A FROM Myu.TEST", null, null);
AddPublicationItem("denemey","DENEME_ITEM1", null, null,"S", null, "1");
Consolidator.CreateSubscription("denemey", "abba");
Consolidator.InstantiateSubscription("denemey", "abba");
ResourceManager.commitTransaction();
what is the problem?

Expected behaviour. Control Center can display ONLY
applications published using PACKAGING WIZARD. Use
Packaging Wizard to PUBLISH your application.
Each application is associated with exactly ONE
publication.
