Redirecting a specific file to a 2nd website

Question

I would like to refer visitors to a specific file <specific-A.html> on one site <site A> to another file <specific-B.html> at another site <site B>.  Is there an easy way of doing this?

I tried using the following, but it did not work.  Except for the changes you suggested, everything else is as it was.
