Sporadically (although it is quite often) TNS-12541: TNS:no listener

Hi,
im struggling with a listener issue. I have several Oracle/SAP environments i am responsible for. Most of them run fine but on some i get the error: TNS-12541: TNS:no listener. On one of them this occurs quite a lot actually.
So what is the case?
Im running Oracle 10.2.04 on windows 2003, of course the listener is running (DUH). Also the tnsnames.ora sqlnet.ora and listener.ora are defined properly. Most of the cases it is not even causing issues (since it SAP is running on top of it). However some actions do start a process outside the SAP instance, like applying a SAP transport. And on those cases sometimes I get the above mentioned error.
So I got suspicious and started a tnsping in a loop. It turns out the 12541 pops up quite regularly, enough to make me worried. The frequency change from several times a minute to once every couple of minutes.
It doesn’t seems to be an network issue since a ping to wherever always goes fine.
So I turned on tracing (in the listener.ora) on to level ADMIN, turns out there are no trace entries from the failed tnsping. I moved up the level to SUPPORT. Same, no trace entries, there is a time gap on the moments that tnsping fails. The same counts for the listener.log…no logging of the failed occurrences.
Then I added a R3trans –d in the loop. Of course this check also fails every now and then and the following info I find in the sqlnet.log

Some things I am wondering about, although I don’t think they are related to the problem:
-should the parameter DEFAULT_SDU_SIZE be defined in the sqlnet.ora as well?
-CONNECT_TIMEOUT_LISTENER is obsolete I read since Oracle 9i?
-AUTOMATIC_IPC is also obsolete?
My next step would be to make a client and server trace (TRACE_LEVEL_CLIENT, TRACE_LEVEL_SERVER in sqlnet.ora)
Im wondering if I should experiment with the following parameters:
SQLNET.INBOUND_CONNECT_TIMEOUT (in sqlnet.ora) (120?)
INBOUND_CONNECT_TIMEOUT_ (in listener.ora) (120?)
QUEUESIZE (in listener.ora) (although I don’t think that would do anything here since it should more solve issues like simultaneous logon of many processes to the database…which is not the case in a SAP environment)
Any ideas/clues? thanks in advance!

The error, in technical terms, means that the client used a socket connect() call to connect to a network listener endpoint (port, protocol and IP) - and the connection was refused as the endpoint does not exist. In other words, no server process is running a socket listen() call on that endpoint.
With respect to the Listener, it means that the Listener quite likely is not running.
With your testing, you need to determine whether that Listener is up and running at the time that the client gets the connection refused (no listener) error.
It sounds like your Listener is cycling/restarting every so often. Do not use Windows as a server o/s, so I'm not aware of any specific issues on the Windows side with Oracle Listeners... and how the NT services daemon act wrt to the listener (e.g. dependencies exist and if a server is restarted that the listener depends on, it will also restart). Perhaps IP DHCP leases expiring regularly?
What does the Event log say? If WebDAV/ftp ports configured for the database instance? If so, test these ports too at the time the 1521/tcp connection to the server is failing.

    I have checked and double checked the finder prefs and all looks normal showing a check mark on CDs,DVDs etc. (the ones I want to show up on the desktop)
    I have reset the PEAM, repaired permissions with both the disk utility on the computer and the disk utility when I start up in the Recovery Disk.  I did notice that sometimes the permission repeat the same correction several times before it moves on, and sometimes it doesn’t. I have Windows installed on a partition but I keep it unmounted until it is needed for my wife’s work.  The dock seems to be just fine and all the apps seems to run just fine.  When I insert a photo CD iPhoto does not open but when I insert a music CD iTunes does open. 
    Also, most every time I open iPhoto it takes a long time(sometimes as long as 2 minutes) for it to load.
    Sometimes my Mail (Mail 5.3) does not post new mail but most of the time it does. 
    Once and a while it seems like the computer slows way down but then it seems ok ten minutes later.
    All  of these ‘things’ seemed to have happen suddenly and I have not downloaded anything from the internet in some time.
    Of course the warranty and extended warranty are both no longer in effect having had this computer for more than three years.
    I am running Java and Adobe Player because some of the sites I go to a lot require both.

    I believe that insufficient RAM may be the source of some of your problems. If you have a RAM of somewhere 4 to 8GB, you will experience smoother computing. 3GB doesn't seem right, so you might want to learn more by going to this site:

    I don't know what know what's happening with your optical drive, but it seems you use your drive quite a bit. In that case, look into a lens cleaner for your machine. It's inexpensive, works quite well.

  • Firefox "stops responding" quite often so I can't do anything for about 10 seconds, then I can resume.

    It seems Firefox just gets "hung-up" often so I can't click on anything, and/or any action takes a long time. Then it will work fine for a few minutes, then stop responding again. I have to close it and start it again quite often, but that never fixes the problem. Thanks.

    Only Apple could hamstring and tie Mac OS to Windows. There isn't any other than whether you can download the drivers into Windows (you can) but Apple puts a block on the installer setup even if your mac does not support it.
    Windows 7 needs at least Boot Camp 3.1 and 3.3 is what you should already have. And you are not getting security updates if you don't have at least 10.6.8 as was pointed out.  --- you arent using Software Update as you should. And you should backup and clone Mac (and Windows) as well.
    You need Mountain Lion to use Boot Camp 5.x which supports Windows 7 & 8 and 64-bit.
    I would upgrade to Lion if you can realizing that Rosetta and PowerPC are no longer supported though.

    Protective cover as in screen protector?  This would have nothing to do with the silent switch.
    If you're referring to an actual case though... take the case off and see if the problem continues.
    It may be as simple as the silent switch being lose, which will require a device replacement to resolve.

    Do you use iTunes Match? I don't use it, but in case somebody else joins in that might be important to know. I don't know how iTM affects this type of thing on the iPad.
    My suggestion would be to delete the album and download it again, if you can't get the songs to play. Many iTunes purchase can be downloade again for free when using the same Apple ID and if the item is still available in iTunes and the free downloads feature is available where you live.
    This will tell you what content you can download again for free where you live.

    I am not a big downloader of Music from iTunes, but I have one song that gives me fits and I just delete it and download it again. Not the ideal situation, but it works.

  • 9.2.0.1.0 - OEM - XP home - ORA-12541 TNS: no listener

    I have installed 9i (9.2.0.1.0) on Windows XP home edition and can connect to database with SQL Plus but get ORA-12541 TNS: no listener error when I try to connect with OEM. I saw someone else had this problem in Febuary and he sadly got no replies, hopefully someone will be able to help me (us) out.

    I guess you now have answers.
    1. Check if listener is running
    lsnrctl status <listener name>
    2. Check port number and SID used
    3. Check TNSNAMES for correct Port and SID name
    4. Check error details in $HOME/network/log

    I create a procedure and compile it successfully. Now I want to 'debug' it. I click on the Debugger (ladybug), set my parameter value and click on 'OK' in the Debug PL/SQL window. In the Debugging log I get:

    What listener is it looking for on my own machine? I don't have J Developer and I'm using a remote database.
    I found the thread on setting the 'Prompt for Debugger Host for Database Debugging'. Enabled that and tried debugging again. Got the prompt for entering the IP of the Debugger Host. Tried the database server. So I got:

    When I started the debugger I got the message from Win XP that Windows Firewall will block some features of the program (being the PC at work I don't have admin privileges on it). I accepted this, not knowing which features would be blocked.
    Then, the debugger was just hanging. After a while it timed out and came back with exactly this error message.
    I restarted the SQLDeveloper and tried again without much success. This time though I didn't get the Windows Firewall message.
    After another few trial and errors I figured out that the Firewall must be blocking connection establishement on the client site i.e. on my PC.
    It was the CALL DBMS_DEBUG_JDWP.CONNECT_TCP that was hanging.
    As the system admin disabled the Windows Firewall on my PC the debugger started working. We have a luxury to disable local firewalls as there is one that protects our network from outside traffic. People who cannot afford to disable the Windows firewall will have to tinker with the firewall itself and configure it in such a way that it allows traffic on certain port range (4000...4999). Then in SQLdeveloper you will have to go to Tools->Preferences->Debugger and tick Debugging Port Range. The chosen range should match the port range on the Windows Firewall side.
    By the way, in the call to CALL DBMS_DEBUG_JDWP.CONNECT_TCP the first parameter is the IP address of your PC and the second one is the port used for debugger connection with the database server. If for some reason the IP address chosen by the debugger is not your IP address (you can find your IP address as follows: Start->Run->cmd; then use command ipconfig), you will have to tick "Prompt for Debugger Host for Database Debugging" on your Debugger Preferences. This way you'll be able to chose the IP address yourself.

    Only for windows system we are facing issue now.
    Runtime Error which comes along with it is:
    OBJECTS_OBJREF_NOT_ASSIGNED
    Access via 'NULL' object reference not possible.
    The current ABAP program "RSDBAJOB" had to be terminated because it has
    come across a statement that unfortunately cannot be executed.
    lsnrctl status for t72 instance is giving result for another instance(A72 which is teh Acceptance system for T72)

    Thank you for your suggestion.
    But  i do not think it is really required to change P96 tnsnames.ora.
    Because, T72 database is in a  Linnux box where several other DB are also there.
    (Our landscape,NOn-PRD DB instances are together in 1 linux box)
    DB13 jobs of other instances are working fine.
    Only difference is T72 sap instace is a windows server where as other instances are in AIX.
    In DB13c, windows system is configured as without ABAP server .
                     UNIX systems as With ABAP server.
    All were working with this configuration till few days ago.

  • TNS Error: ORA-12541: TNS: no listener.

    I have installed Oracle 9i on machine in Windows XP. When I try to open the database SID in the Enterprise Manager, it gives me TNS Error: ORA-12541: TNS: no listener.
    I have checked the Oracle Net Configuration:
    Protocol: TCP/IP
    Host: PNR18
    Port: 1521
    In the xp administrative tools, I found that the listener is on start.
    When I try to test trough ' Net Configration Assistant' getting same error, similarly with Net Manager.
    I don't know if I am using the correct protocol in my case of standalone installation.
    Any advice/correction? it would be appreciated. I am giving all the information of TNSNAMES.ORA, LISTENER.ORA, SQLNET.ORA, which is on my machine.

    First of all Thanks for suggestions for solutions but still SAME PROBLEM:
    Case-1::
    I tried according to your suggestion, still SAME error !! I have also configured new DB
    with Enterprise MAnager Configuration Assistent - during DB creation same error occured.
    1) I have seen in XP service where all listener is running as well as OracleServiceORCL
    is also running.
    2) OracleOraHome90TNSListener also running with other listeners!
    Case-2::
    Dear I also delete listener and create new one and also configured Database Description
    and tried to do so but still same problem while I am TESTing it with - Net Manager /
    Net Configuration Assistant. I have also tried
    C:\TNSPING ORCL - it is giving 'ok' result
    but when I am using C:\LSNRCTL START listener - it gives me following errors.

    Start Firefox in [[Safe Mode]] to check if one of your add-ons is causing your problem (switch to the DEFAULT theme: Tools > Add-ons > Themes).

    If it does work in Safe-mode then disable all your extensions and then try to find which is causing it by enabling one at a time until the problem reappears.
    You can use "Disable all add-ons" on the [[Safe mode]] start window to disable all extensions.
    You have to close and restart Firefox after each change via "File > Exit" (Mac: "Firefox > Quit"; Linux: "File > Quit")
