Storing few XML files

Question

hi,
I have a scenario where many portal components (say A,B,C) want to register few XML files in one central place in the portal to be used by another dedicated component.
Portal Components A,B,C do not want to write any code for achieving this. So the XML files they want register come as part of either par file or epa file.
What is the best architecture to address this? Initially thought somehow these components could store in file system. But that is not cluster safe. Is there a possibility to store it in PCD?

If your par(A,B,C) have xml in it then other components have to write code to acces the xml from the (A,B,C). You have to write following lines of code assuming other components are an abstractportalcomponents.

    public void doContent(IPortalComponentRequest request, IPortalComponentResponse response)
     try {
        //if the component A,B,C stores the file under folder dist->xml
         URL url = new URL(request.getPublicResourcePath("com.ust.xml.diplay") + "/xml/xxxx.xml");
        //if the component A,B,C stores the file under folder PORTAL-INF->xml
        URL urlt = new URL(request.getPrivateResourcePath("com.ust.xml.diplay") + "/xml/xxxx.xml");
         //use the below line to open the stream to file. 
           url.openStream();
     } catch (Exception e){
