Time without timezone

Question

I couldn't insert the data into my table. Problem is with file_time column.
How do I insert time in database?
CREATE TABLE file_info
  id bigint NOT NULL,
  file_name character varying,
  file_size double precision,
  file_time time without time zone, //problem with this column
  CONSTRAINT file_info_pkey PRIMARY KEY (id)
