I set up a new iTunes account for my family and want to apply it to our iPad. Since the whole family uses it i want a seperate iTunes and iCloud account while keeping my old iTunes account dedicated to my iPhone and iPod only. How can I remove my old iTunes account from the iPad and set up new iCloud account.

In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > store, scroll down and tap your ID)

Go to Settings>iCloud and turn all data that is syncing with iCloud (contacts, calendars, etc.) to Off. When prompted choose to keep the data on the iPhone. After everything is turned off, scroll to the bottom and tap Delete Account. Next, set up a new iCloud account using a different Apple ID and turn iCloud data syncing for contacts, etc. back to On. When prompted, choose Merge. This will upload the data to this new account.
This will not move your photo stream, however. If you have photos in photo stream that you haven't backed up anywhere else you will need to save these before deleting the account. If your computer is syncing with your iCloud account, your can photo stream photos directly to your computer. If not, open your photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos to select them, tap the share arrow button, then tap Save to Camera Roll. Once in the camera roll you can import them to your computer.

You can't delete an iTunes account, all you can do is remove personal info from it and stop using it - any items that you downloaded with the account will remain tied to it.

If you have itunes purchases on your ipod, then you could transfer them to the computer: File>Transfer Purchases

You cannot merge Apple IDs but you can go to Settings > iCloud and 'Delete Account'. When prompted to turn off documents and data, choose the only option which is Delete from my iPhone, but on the other prompt for Contacts, Calendars, etc you can choose 'Keep on my iPhone' Then once the Account is Deleted form the iPhone, log back in with the correct Apple ID and choose Merge when prompted. This will merge your data from this iPhone with that iCloud account effectively putting your devices on the same account.

From the information that you have provided, it sounds like your Apple ID has been disabled. You can read this to see how you can troubleshoot that issue.

You can try signing out of your ID on the iPad and sign in with his ID and see if that works.
Settings>iTunes and App Stores>Apple ID. Tap your ID and sign out. Then sign in with your husband's newly created ID.

If you see the white WiFi bars in the upper left corner, that simply means that the iPad has detected a WiFi network, and that does not mean that you are connected to the Internet.

You need to be running at least the Lion (10.7.5) operating system or higher on your Mac, or using an iPhone or iPad with AirPort Utility installed on the device to set up the Time Capsule.

Go into Settings App and turn OFF Find My iPhone. It will ask for your old password, but in the future you can use your new Apple ID account. The iPhone is new, has never been used. When asked if I want to set it up as a new phone, restore from an iTunes backup, or my iCloud backup I selected iCloud. It then askes for me to sign in with my Apple ID, I then agree to the terms, then it asks for me to sign into my friends Apple ID. She and I have used each other's computers in the past so I assume this is where her information is coming from. The problem is she no longer had that email or Apple ID and has no way of gaining access to it and therefor I am unable to proceed.
I suppose my question is, how can I remove her information from mine so I can setup my new phone using iCloud. Also, I have already checked my Apple ID online and nowhere on my account is her information listed.

Each iOS device can have a maximum of three iCloud accounts. After that you can only re-use one of the accounts you already set up. If you have another iOS device you could create a new account on that if you haven't used all three, then use it on your iPod Touch. Otherwise you'll have to remember the ID you used for one of the accounts already set up and sign in with that again.

Deleting the backup only permanently deletes the backup from iCloud. It doesn't do anything to the data currently in your account or on your devices. To delete it, go to Settings>iCloud>Storage & Backup>Manage Storage, tap the name of the device that you want to delete the backup for, then tap Delete Backup.
You can't see anything in an iCloud backup, if that's want you're asking. You can only restore it to your device. You can, of course, see your other iCloud data.
