Updated Jar not Downloaded

For some reason when users launch my program from web start the latest version is not downloaded if the user has an older version in cache.
My JNLP file is:

When not using the version protocol (as is the case when you do not specify a version attribute in your jar resource line), JWS uses the timestamp of the jar as a pseudo version. The JWS client retrieves this using a HEAD HTTP request.
I assume you have tested this situation on your own machine (downloaded the new version while the old version is in your JWS cache)?
If it fails for you as well (and assuming you are able to test without going through a proxy), then it suggests that there are timestamp issues, perhaps your deployment mechanism is somehow always assigning the same timestamp, or the web server is not responding correctly to the HEAD request (which seems unlikely...).
If it works for you, but not some portion of your user community, then investigate whether the affected users are going through a proxy - when using the non-version protocol, the jar URLs do not change between versions, and hence perhaps give poorly configured proxies an opportunity to return a stale version of the jar.
When using the version protocol, the jar HTTP requests have a query string ?version-id=x.x, which one might think reduces the chance that a proxy will misbehave.
At any rate, a possibly worth considering.

    I had this problem as well but found the soultion on another post from turingtest2 - it worked for me:
    Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (Later)
    Remove all of these items in the following order:
    iTunes
    Apple Software Update
    Apple Mobile Device Support
    Bonjour
    Apple Application Support
    Reboot, download iTunes, then reinstall, either using an account with administrative rights, or by right-clicking the downloaded installer and selectingRun as Administrator.

    Apple isnt here. this is a user based forum for technical questions. The solution is to restart, reset, and restore as new which is in the manual after that get it replaced for hard ware failure. if your within your one year warranty its replaced if it is out of the warranty then it is 199$

    seems the 10.5 iTunes versions are corrupted on Windows XP.

    There is an issue with the security certificate of Apple's download site which your browsers may have a tendency to block it.

    We've had a problem that seemed to develop a couple of months ago in that certain Windows updates will not download to any PC on our network, most notably IE11 and .NET 3.5.1 updates. Most others will download and install with no problem at all.
    I have tried running the Windows Update Fixit, I have tried deleting the /Windows/SoftwareDistribution folder, I have tried the System Update Readiness Tool, I have added the various Windows Update server URLs to our firewall whitelist, I have
    tried a clean boot, but to no avail. Downloading and installing the affected KB patches manually works fine though.
    When I connect any of our PCs directly to an external router the updates download and install fine. It's only when connected to our network (which comprises a Peplink WAN load balancer, Cyberoam CR25iNG security device, Windows 2003 domain controller
    & Arista 10Gig switch) that the problem exists.
    Most updates download successfully but others only get to a certain percentage downloaded, most commonly 45%, although I'm not sure if that's a meaningful figure.
    For example, the most recent batch of updates all download and install fine except for KB2982378, KB2894844, KB2972211 & KB2973112. Is there something those updates have in common that something on our network could be blocking?
    I'm really unsure where to try looking next, so if anyone has any suggestions they would be very welcome please.

    Hi  Matt,
    When you connect  to an external router directly, does your network location change to private or still domain network?
    I suspect this is related to some firewall setting, even related to your network security device.
    Please check or upload the WindowsUpdate.log ( %windir%\Windowsupdate.log), we can find some information about downloading phase.

    I am having a similiar issue, but I am not getting any error messages.  The App Store tells me I have updates.  I go to update all, then they just hang in limbo. 
    The first app listed was Pages which I thought was causing the problem as it requires Mt. Lion and I don't have that yet.  None of the other apps would update.  I deleted Pages from the ipad and tried again.  When I go to the App store from my MBP, it tells me there are no updates, so I can't even download them to the computer.  The ipad still tells me I have updates.  I click the "update all" button but now, only one app loads at a time and I must wait awhile and repeat the update all to have another one load.  I have not experienced this at all since I've owned it - over a year.  Any insight would be helpful - trying to avoid Restore if possible.  Thank you-

    I am able to access the app store, browse and send/receive mail. so my internet connection is fine. Also my ipad works just fine over the same network.
    The app is a very small file. (A flashlight app for iphone)

    Trying to download the iOS 8.2 software update on my iPhone 6, but it won't update.  All app updates have resolved since the iTunes issue was resolved.  Is the software update issue related to this as well, or is it another problem entirely?
    I've synced it to iTunes, turned it off/on, etc., but still not downloading.

    So is the iOS 8.2 update not downloading to your iPhone, computer or both?
    You have synced it to iTunes, that is an option to update if it's not updating wirelessly.  Please see if other steps help.

  • HT4623 apps and updates are not downloading with IOS7 on iphone4S. Any suggestions?

    When trying to update IOS7 to IOS7.4 it takes forever and does not download, but my biggest concern is that my fav apps are not updating either. They say "waiting" or are just grayed out on the phone. I have also tried to take out the apps and reinstall them but they still won't download.
    I wish I had never installed IOS7. I don't see advantages and it just takes more memory on my phone.

    It sounds like you are unable to update or download apps. They appear to get stuck or otherwise become unresponsive. I have a few recommendations to try here. First, close all the open apps on the device:
    iOS: Force an app to close

    Double-click the Home button.
    Swipe left or right until you have located the app you wish to close.
    Swipe the app up to close it.
    When you have done that, sign out of your iTunes account in Settings > iTunes and App stores, and restart the phone and re test the issue:

  • Updates will not download anymore even though the computer meets all the requirements and it goes into and endless loop of connecting to the server, why?

    Firefox used to update automatically as it's set-up to do. Now it shows an update for security and asks to download it. Then it won't download it. The box shows a bar that continually shows that it's in motion and the message says that it's trying to connect to the server but it never does. I checked the system requirements for the download and it has the requirements. Your help information doesn't give an answer for this problem. I would need to talk to someone who can help.     I always enjoy looking at what applications are ready to be updated. Often times these updates bring about great new features to the device. I notice that were working an Apple device. Once you head into the App Store, it will advise to Update All or you may individually tap update for each app. I would ensure that a data connection or wi-fi connection is available while processing the update of applications. I'm sure you will find this information beneficial.
