Updating missing century

Question

There are some records where century is shown as '00', i use following query for this;
select claim_no, rate_change_date from core_business.cb_pensioner where extract (year from rate_change_date)< 100 and status='A' order by 1;Is there is better way for same.
Secondly i want to update such dates by replacing '00' with '20', what should i do.

             || SUBSTR (TO_CHAR (rate_change_date, 'DDMMYYYY'), 3, 2)
             || '20'
             || SUBSTR (TO_CHAR (rate_change_date, 'DDMMYYYY'), 7, 2),
             'DDMMYYYY'),
       modified_date = SYSDATE
WHERE EXTRACT (YEAR FROM rate_change_date) < 100;
