What happens if a downloaded purchase is deleted and then re-downloaded again?

When I downloaded an already purchased movie from iCloud it downloaded correctly. However, when I played it in iTunes the video and controls appeared good, but the scene or chapter selection did not appear correctly. When I went to select a chapter only the number of the chapter appeared, and not both its number and description as it should be.
I deleted the movie from my computer and decided to re-download it again to correct this problem.
My question is: "Should I have done this?. And if not, what could I have done to rightly correct my problem?"

You can d/l again from the cloud by accessing the 'Purchases' link in iTunes.

You can contact iTunes and ASK for a refund. Then make make an exception to their all sale are final policy.

In the future set the restrictions so that in-app purchases are prohibited and that a password is always required.

Well in order to keep all the ratings, playcounts ect ect of songs in iTUnes, place the songs back into there original folders/places on the "Old harddrive" by cutting (Not copying) them from the new Harddrive. Now iTunes should report the songs has being there and have ! marks beside the imported folder from your external Harddrive.
Now you will delet the dead/broken links (Or missing music from the new drive)in iTUnes. Goto Ottos site for a script that will remove dead links and other things here

Now with everything in place and the dead links removed you will either consolidate the library or set it to copy to another Folder. If you consolidate it moves ALL your music listed in iTunes to the "iTunes Music" folder and can not be reversed. If you set it to copy, it will just copy music from its current folder to the iTunes music folder. You will have to pick the best option for you but consolidating will work best if your trying to free up space. To consolidate goto "Advanced" and select "Consolidate Library". To copy goto Edit>preferenses>Advanced tab>general sub tab and check "Copy FIles to iTunes music Folder when added to library". THis location is also where you will change the location of iTunes Music folder from your old harddrive to the new one by hitting the "Change" button above the reset button

If you are in the Philippines, check to see if the country is changed in the iTunes Store settings on the iOS device. These steps will show you how to change the preference.
Change your iTunes Store country
Sign in to the account for the iTunes Store region you'd like to use. TapSettings > iTunes & App Stores > Apple ID: > View Apple ID > Country/Region.
Follow the onscreen process to change your region, agree to the terms and conditions for the region if necessary, and then change your billing information.

Cant seem to find the downloads tab that used to be in the upper right hand corner near the link bar in os x yosemite?

One possibility is that there are no files in the Downloads, or that the Safari list has been cleared. What happens if you download something - does the tab appear?
Also, in the View menu there is a command "Show Downloads" you might try.

In the Customize window, is there an icon with a label under it saying "Download Helper"? If so, drag it to the toolbar. Nothing. Deleting the backup only deletes the backup. It doesn't delete anything else from iCloud or from your devices/computers.

What I am ultimately wanting to do is make more room on my computer by backing up all of my files onto the external hard drive and then deleting them off of my computer. However, neededing to be able to retrieve them from the external hard drive later down the road.
From what I have read and am trying to understand, is that I probably shouldn't have used time machine. I need to use the external hard drive like a basic flash drive where I can put things on and get things off without having it automatically update through time machine everytime I connect it to my computer.
Not tech savvy at all and barely understand basics. I need very simple and easy to understand explanations.

Deleting them off your computer is fine....having only ONE copy is extremely BAD.

It sounds as if you purchased the app, but you also purchased some subscription within the app. You say "Apple is charging monthly", but it's probably the app writer that is charging you monthly for some subscription you purchased within the app. Contact the app vendor and tell them you want to stop the subscription.

3 beeps usually means a Ram problem, have you added or removed Ram recently?
And I will assume that you do not have a Mac Pro, but that you have a portable, a MacBook Pro.
