What kind of user priviledge required to run SQL Developer?

So far, I was able to run SQL Developer with local admin rights in my workstation. It is ok in my Development environment. However, I don't have local admin right in production environment. I would like to know which folder and what kind of permission I should have to run SQL Developer.

I assume you are talking about Windows.
SQLDeveloper doesn't require any specific privieleges. You need to have write permission to some directory to allow you to install it and you need to have write permission to your profile (e.g C:\documents and settings\%USERNAME%) to save sqldeveloper's settings and preferences.

    However, when I attempt to start SQL Developer from the Windows Start menu, I get a popup that says cannot find SQLDEVELOPER.BAT.
    I have looked around for this file in the Oracle folder in Program Files but did not find it. I did find the sqldeveloper.exe.
    When I double click on sqldeveloper.exe I get the following, a dialogue box pop-up that wants the full path name for java.exe.
    What do I need to do?

    Note that the version of SQL Developer that ships with Oracle 11g is rather old. In my opinion, the best approach would be to download the latest production release:
    http://www.oracle.com/technetwork/developer-tools/sql-developer/downloads/index.html
    Choose Windows 32-bit - zip file includes the JDK1.6.0_35 and unzip it into an empty directory. It will run on either 32-bit or 64-bit Windows systems and already contains the correct JDK, so you avoid having to worry about that.

    As a general rule of thumb, the ATI Rage 128 Pro will not support a 20" LCD. That being said, there are reports of it doing just that (possibly the edition that went into the cube).
    I'm not that familiar with the ins and outs of the Cube, so I can't give you authoritative information on it.

    I am running SQL Developer 1.5 against Oracle 10g XE for a quick interface to practice SQL and PL/SQL. Before running any scripts to create tables, I see a huge number of tables, views, etc. already created for my user HR (which I unlocked in Oracle XE) and any other user I create. What can I do to prevent these tables from appearing? Which ones are necessary for processing? I realize that these are old versions of SQL Developer and Oracle XE but they are much quicker to install for my purposes than the newer editions. Thank you.

    Get the latest SQL Developer instead right away; it's no "install" just unzip and go.
    Above suggested role, is one of the predefined, to-be deprecated roles, and should not be used. Instead use CREATE SESSION privilege for relevant users and preferrably create your own application-specific roles. See the Security Guide for more info.

    I am OK to ignore the error. But better option will be SQL Developer take care of this situation.
    My intention is to keep SQL Developer on a readonly share folder and send the path to end users.
    Ideally I wish I could use UNC path so that I dont have to worry about the drive mapping.

    Is anybody out there running SQL Developer as a Win7 virtualized application?
    I've noticed a difference in behaviour with v3.0.04-34 between virtualized and non-virtualized app:
    App-V
    - error when SQL Developer starts. Log shows: "SEVERE     50     0     oracle.ide.IdeCore     Exception firing mainWindowOpened to oracle.dbtools.crest.fcp.DataModelerAddin$1@117e6b6"
    - Cannot save data modeler design. Everything looks ok, but it saves nothing. I'm using data modeler embedded inside SQL developer.
    Local Installation
    - no error in log.
    - data modeler design saving is ok
    Anybody experienced this?

    after change my computer and upgrade to Win 7 (no virtualized installation) I get the same kind of error with sqldeveloper, namely: "Exception firing mainWindowOpened to oracle.dbtools.crest.fcp.DataModelerAddin$1@364c0939"

    For Windows, ensure that the machine has a minimum of 850 MB disk space, 768 MB available memory, and 1GB of page file size, TMP, or swap space.
    For Linux, ensure that the machine has a minimum of 1100 MB disk space, 768 MB available memory, and 1GB of page file size, TMP, or swap space.
    Are you running an anti-virus? If so, try stopping it and run OWB. This is due to the anti-virus action and OWB being a java based tool...

    I am new to sql developer. Could you please tell me how do I connect as "ORACLE" user in SQL developer?
    I have full privileges using sys & oracle. I tried using sql as sysdba too but it is not accepting it in spite of providing correct password.

    IT shows the current latest version is 3.1.07.42 so Oracle doesn't have a version 3.5 yet.
    And the official product does not have a " username - sys as sysdba" selection anywhere that I can find. There is a role selection dropdown that includes a SYSDBA choice.
    So you provided information that can't possibly be correct and you did not respond to any of the questions that I asked other than DB version.
    If you want help you need to provide SPECIFIC information about what steps you have taken and what results you got.
    What steps did you take, specifically, to create a user called "ORACLE"? What user was used to create the "ORACLE" user? What grants (roles & privileges) were granted to the user named "ORACLE"?
    As for me, since you are not willing to provide information about the other questions that were ask I can't help you so I wish you luck.

    I am endeavouring to run SQLDeveloper for Linux on my Netbook running Ubuntu 11.04 'Natty Narwhal' OS on an i386 architecture and have not yet been successful. I am doing this as we are using SQL Developer in my Computer Science undergraduate studies at RMIT in Melbourne, Australia. I first followed the cursory instructions on your site where I agreed to the Terms & Conditions of your license and downloaded the SQLDeveloper for Linux package. I have been tinkering with it but I can't get it to execute and open.
    I then did some research on the Internet to solve this problem and found a website from a Linux user that had codified the process they went through to get SQL Developer to work. I have included a copy of the website URL for your reference:

    If you are refering to the "failed to update registry" warning message, do this:
    1.  Click Start-->Run
    2.  Type "regedt32"
    3.  Locate HKEY_Classes_Root/Multisim.Document
    4.  On the menu, select Security-->Permission (win 2000), For  XP select Edit-->Permission
    5.  Give full control for everyone
    6.  Repeat step 3-->5 for:
    HKEY_Classes_Root/CLSID/{2D964073-9BC9-11D1-840B-006008AC6551}
