Downloads are possible, but require a "helper" app to store and use the download. If safari detects another app has registered for downloads, you will see an "open in app's name" to indicate that mobile safari will download that file but hand it off to this app to store in that app's sandbox. An example of a "helper" app would be something like iFiles:

Mobile Safari, itself, is not capable of downloading/saving anything to the file system.

On your iPhone go to Settings > Store.
Select the Apple ID at the bottom.
Select Sign Out at the menu selection provided.
Follow this by signing in with your new Apple ID/iTunes store account.
All apps - all paid and free apps include DRM protection which is tied to the iTunes account that was used to download the apps. In order to install an app update for the apps downloaded with your previous Apple ID/iTunes account, you will need to use that account and password.

Whenever i try to download something, after i hit 'save' Firefox says "not responding" and i have to log out of my desktop and then back in to do anything, why?

it happens every time I try to download- it could be a song, or a word document. size does not seem to matter. When i relog in, something will be downloaded, but it will be like 300 bytes, nothing like the whole file.

If the download is hanging/timing out, I'd recommend download and installing the appropriate stand alone installers that you can get here:

Why is my apple id not showing when I try to download something?

whenever I try to download something to my iPad, it shows up with a different apple id and password. Granted, the ids are in the same house, but there are two different devices with different apple ids. the ipod has one and my ipad has the same apple id and password, which is not mine. is there any way to fix this other than to restore it to the last iOS?

You cannot use iCloud Storage to suppliment your iPad. It doesn't work that way.

There are a variety of acceptable forms of payment. If you don't want to use a credit card purchase and enter an iTunes gift card. You will not be charged for free apps but you do need to have an acceptable form of payment entered at this point.
