Why selectingApplet() doesn't work correctly on JCOP

Question

In JC V2.2.1, the API spec. shows that:
protected final boolean selectingApplet()
This method is used by the applet process() method to distinguish the SELECT APDU command which selected this applet, from all other other SELECT APDU commands which may relate to file or internal applet state selection.
Returns: true if this applet is being selected
So I think it could identify if the APDU is to select this applet or not. But I try that on JCOP 30 card. When the INS=0xa4 and P1=04, it will return true. Why this happen?

Do you mean it returns true always, regardless of the AID?
This is strange.
The following code works correctly on JCOP30:
