Window Reinstall -- can I get my music back?

I had to reinstall windows on my computer. Is there any way I can get my music I purchased off iTunes back without paying for it again. I know I should have backed it all up, but I didn't think this was going to happen. I'd appriciate any help. Thanks!

The policy on lost purchases is that you have to pay to download them again:
"Once a Product is purchased and you receive the Product, it is your responsibility not to lose, destroy, or damage the Product, and Apple shall be without liability to you in the event of any loss, destruction, or damage." iTunes Store: Purchased content can be downloaded only once
You could try contacting the iTunes Music Store Customer Service and you might be able to persuade them to sanction a second free download. There have been occasional reports in the iTunes forum of this happening, however just be aware that they are not under any obligation to do so. It won't show on iCloud because iCloud is associated with a specific Apple ID. The music should be on your computer's iTunes and a Sync will put it on the iPad (be sure to configure iTunes properly). If you want to get it from iCloud, I think that you need to temporarily change your ID back to the old one but I've never done that myself.

Unless you subscribe to iTunes Match , Apple does not keep a backup of your iTunes library. Even then it is not the library as it exists on your computer, but some version of the media, and only media files, not playlists. Even then not all media are definitely available since anything removed from the iTunes Store since you purchased it is not available for re-download.

Media and apps are not part of the backup. They need to be re-synced from your itunes library or re-downloaded from the store.

A new version shouldn't do that but it does seem to happen on occasion to a few unlucky ones. Restore your library from the backup you make of your computer before you install new software. If you don't have one, this is a learning experience.
Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself properly backed up against loss. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.

Buy the songs that your friend put on the iPod that you liked. They had no right to give you the copyrighted music when they sold you the device.

The tricks and tips for dealing with issues vary depending on the version of iPhoto and the version of the OS. So to get help you need to give as much information as you can. Include things like:

Go to iTunea>Preferences>Devices and see if there is a backupright at the time you did the update. Then try restoring from that backup. If the apps are in your iTunes library, any app data will be restored to the iPod.
When restoring from an iOS 4 (or later) backup, if the device had a passcode set, iTunes will ask if you want to set a passcode (and remind you that you had protected your device with a passcode). iTunes will not ask you to set a passcode when restoring from iOS 3.x and prior backups.
Therefore, remembe the passcode that you enter this time.
It appears that if you restore from a backup, that backup is not subseqyently overwritten by the next backup.

Try:
- iOS: Not responding or does not turn on
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

If you bought this music from iTunes you can download it again from within your Purchases in the iTunes App.
Otherwise, razmee is right. you can only sync to one itunes library. If you sync to another one whatever does not exist on the new library will get removed from the phone.
That's is by design to avoid Piracy. As otherwise you could simply transfer purchases to other users.

If in iPod that means the music files got corrupted and are lost.

It appears your music data on the Touch has become corrupt and unreadable.
As I feared from the way your original question was phrased your music is not in your library or even backed up?
Oh blimey! I guess the last thing you need now is a lecture but you are probably stuffed. People have to realise that an iPod is not a secure storage device for any data, certainly not maybe hundreds of pounds/dollars worth of music, that is not the way they are intended to be used.
The Touch has no "disk mode" to read files directly.
You can try a 3rd party application such as -

They might help rescue some music but I can't be sure. You have not said what your main OS is Mac or Windows, the two Apps detailed work on windows but only Touch copy on the Mac, other applications for Mac are available, Google.
