I have a Sony wega HDTV, and it does not have HDMI port, does anyone know if I can use Apple TV on it? If so, how is it set up?

Current AppleTVs require a TV with HDMI.
You may find some dubious adapters out there which purport to convert to other formats.

The Apple TV can't stream content from the Internet, unless it is through a pre-installed app that runs on the Apple TV, of which there are about a dozen.

The only times I've tried - on holiday/vacation with no broadband - this has failed because Airplay of protected content requires a brief authorisation connection to Apple's servers.
Conversely an ipad hooked up to a TV using the HDMI adapter works without internet for media stored on it as does a Mac computer running iTunes eg MacMini with HDMI out.

Based on its specs, it has:

The option: you can add a video card to the PCIe x16 and use a card which has HDMI port. It only has 220W PSU therefore you have to update the PSU too.

No, sorry you can't do that.
AppleTV is in effect a stripped down Mac rather than a device that streams the video output from another device.
The AppleTV display output is generated by the AppleTV, so the device can only handle a limited set of media types either streamed to it wirlessly or synced to it's hard drive (plus some YouTube functionality).
AppleTV decodes and renders the media data rather than iTunes.
If iTunes rendered the data and sent the frames to AppleTV or allowed other apps to replicate the desktop it would be great, but it doesn't.

A good idea would be to contact Apple's iTunes Store customer service and let them know your account has been compromised. It may not get your computer back, but at least your credit card number which you opened the account with could not be used to purchase items at the store.

I did some more research and I think what I am looking for is called an "HDMI Switch." Not sure exactly what it is, but it seems like its more than a traditional 'splitter.' It was recommended in other threads for older HDTVs with only one HDMI port, which gets used by the TVs receiver.

For audio without HDMI you'll need to use the optical audio output on the Apple TV 2 (ATV2). If your TV or stereo receiver doesn't have an optical INPUT you'll have to get a D-to-A converter box that accepts an optical input and outputs a stereo RCA audio signal (you can find such adapters on the internet, they may run around $30 U.S.). For your TV, make certain that it is an optical INPUT, many TVs only come with optical outputs.
In any case, you also need to be aware that the ATV2 is designed to work over HDMI and even though it may function using an HDMI-to-DVI adapter there is no absolute guarantee that it will work without issues. First off, you need to make certain that the DVI port on your TV supports HDCP copy protection and it needs to support it well (some DVI devices may say that they support HDCP but not all of those devices are created equal and HDCP can be a "real bag of hurt," it can be very finicky).
