No camera icon on the lock screen, and the setting is grayed out?

I got my S4 a few days ago, and I've been setting it up, finding my comfort zone with widgets and app icons and so forth. I note that I'm supposed to be able to launch the camera app directly from the lock screen, but the option under Setting, My Device, Lock Screen, Lock Screen Widgets for "Favorite apps or Camera" is turned off and grayed out. Is this option only available if I disable secure locking, i.e. allow anyone who picks up the phone to use any function without face recognition, PIN, pattern, or password? Or is it disabled by some other setting I haven't found?

Right, I found that. Unfortunately, I can't readily switch back and forth between "no security" and "face unlock", because all my "improve face recognition" seems to be lost when I set any other security method; the phone returns to not recognizing me every time the light changes or I put on my hat or I wear my safety glasses at work. Given I don't want just anyone who picks up my phone to be able to use all functions (i.e. spend my money on apps, burn up my data plan, etc.), I'll have to settle for being required to unlock before I can take a picture.

I have huge crisis. my ipad mini is flashing between the lock screen and the apple logo. any attempts to re-boot or switch off is unsuccessfull. cant access at all. when i connect to itunes the ipad syncs but i cant restore my ipad.

recovery mode
open itunes on computer
plug cable into computer not iOS device
turn phone off
hold home button and plug cable into phone. do not release home button until an itunes graphic appears on device.
look to computer should have message about recovery mode click ok and restore

If it has been exhibiting this behavior since last night, that's probably why the iPad is getting warm.
Have you considered restoring the iOS software.... Restore to factory settings and them restore from a backup. Read this completely and take note of the last part of the article that discusses using Recovery Mode. That might be something you will need.

i have connected it to itunes like i was told to do and it wont do anything because its locked with a passcode and its frozen on the lock screen and will not let me enter myt passcode and after a while it just shuts off, it has been doing this for almost 48 hours. I was told to hold the home button and power button to shut it down and that I could then restart it and it would work... Nothing has helped, What can I try???

Reset the device by pressing and holding the home and power buttons for 15-20 seconds until the white Apple logo appears.
If that does not resolve, restore the device via iTunes on the computer.
If all else fails, take the device to Apple (or whomever provides support in your country) for evaluation and possible replacement.

If you go to the Photos app, is there content in the Photo Library? These would be pictures that are synced to the phone from the computer. Photos in the camera roll are those that you take with the phone, or save from email, MMS on the phone. What type of pictures are you trying to get rid of? If you are trying to get rid of the synced photos, you need to connect to iTunes, select the iPhone in the device pane, then go to the Photo tab in iTunes and remove the check mark by sync.

Help is our middle name! So let's jump into troubleshooting right away. Have you tried holding the power button and home key simultaneously for up to 30 seconds as an alternate reset? Please give that a shot and let us know how it goes.

Control center will not work in apps since 8.2 .Works on the lock screen and on my iPad.

Check the Settings app to make sure the correct Setting is there to allow showing the Control Center in apps.
Settings > Control Center > Access Within Apps > ON

Have you tried restoring to Factory Default (setup as new).

View your landscape photo with your phone in the upright position.
Tap on the photo once so the background goes black
Take a screenshot now by pressing the round button and the top button together.
Go back into your photos and find this new screenshot - then apply this as your wallpaper. You should be able to resize it :)
