Adding anchors - Is it a bug in DW?

Two issues with DW's Insert -> Hyperlink window:
1. Say, I have the following HTML:
<p>This is some <em>italicized</em> text</p>
and I want to make the phrase "some italicized text" to be wrapped in an anchor tag. I select it first in the Design view and go to the menu -> Insert -> Hyperlink (well, there's actually a button on a toolbar). When the Hyperlink window opens up the Text field will be blank and if I continue adding my link here's what I'm gonna get:
<p>This is some <em>italicized</em> text<a href="123.htm">123.htm</a></p>
Which is completely NOT what I was hoping to get. Again, I needed to wrap the <a> link around my text.
Note that if the <em> tag wasn't there, the Hyperlink window would've wrapped the anchor tag correctly. This behavior manifests itself with other tags as well and not only with the <em> tag.
2. Second issue is with the actual opening of the Hyperlink window. One of my pages has quite a few what Microsoft used to call Bookmarks. I don't know what they call them in DW -- tags like <a name="bookmark">. So what happens is that the Hyperlink window "hangs up" the DW process for about 2-3 seconds before I can actually begin doing anything with it. This could be quite annoying while trying to add more than an a single link.
So my question is, are these two bugs in the DW?

Which DW are you using?
When the Hyperlink window opens up the Text field will be blank
If I follow your steps up to this point, the hyperlink dialog opens with that text field already populated with the text I selected in Design view.  You can also insert hyperlinks by selecting the desired text in Design view and using the Link field in the Property inspector to either enter your target or to browse to your target file using the browse function.
So - I am not able to reproduce your finding in DWCS5.  The Hyperlink function appears to work as expected for me.

These links are called named anchors.  I have not seen a problem on such pages, but then I don't ever use that Hyperlink dialog preferring to use the Property inspector method I described above.
